SUBJECT:
TRANSFER OF PROJECT MANAGEMENT RESPONSIBILITY FOR WEST VALLEY I am transferring NRC project management responsibility for oversight of the West Valley Demonstration Project (WVDP) from the Licensing Branch, Division of Fuel Cycle Safety and Safeguards, to the low-level Waste and Decommiss-ioning Projects Branch, Division of Waste Management.
As you are aware, the primary focus of the Department of Energy's WVDP has shifted from construction and initial operation of the high-level waste vitrification facility to the longer term issues associated with radioactive waste management and decommiss-ioning of the site after completion of the Demonstration Project. Consequent-ly, it is appropriate to shift project management reiponsibility from FCSS to DWM at this time. We understand that DWM has receiv.d no additional resources in FY97 to fulfill this responsibility but is budgeting additional resources for West Valley in FY98 and beyond. No' resources are being transferred from FCSS along with the transfer in responsibility.
There are several actions that accompany this transfer.
First, you will need to identify someone on your staff to serve as the West Valley project manager, in accordance with the Memorandum of Understanding between NRC and DOE regarding the West Valley Demonstration Project.
This individual will serve as the primary NRC point of contact for DOE, New York State, and other interested parties on the WVDP. Gary Comfort has been the West Valley Project Manager during the last several years.
Second, you will need to designate someone on your staff to serve as the technical monitor for NRC's contract with the Center for Nuclear Waste Regulatory Analysis (Job Control Number 1793). Mr. Comfort has also been serving as the technical monitor on this project.
Third, you will need to notify DOE, New York State, and other interested parties of the transfer and receive the extensive project files on WVDP that are currently in Mr. Comfort's possession.

I We would anticipate continuing to provide a minimal level of support to you over the next several years on operational safety and any criticality safety issues that may arise in completing the vitrification campaign at West Valley.
