We have reviewed your concerns expressed in Reference (a) regarding contractor provided training and training material. The following responds to your request for action and information:

1.

Advise Messrs. AnJrosik, Bulich, and Ihnen, if they are still employed by you, of the NRC's concern regarding the Enclosure 1 material and its potential effect on the regulatory process. If other employees have utilized this material they should be similarly advised and reinstructed.

RESPONSE

We have advised Messrs. Androsik, Bulich, and Ihnen of your concern regarding the integrated leak rate testing course material and its potential effect on the NRC and licensee working relationship. No other employees have utilized this material.

Review your policies or procedures that are currently in effect to assure that your employees are open and candid in all communications l-with NRC representatives and that Messrs. Androsik, Bulich, and Ihnen have been reinstructed in those policies and procedures.

RESPONSE

Professionalism and integrity are stressed at all levels within our organization. We encourage our employees to be open and candid at all

. times with representatives of the NRC. We consider this to be our normal business practice. The NRC's concerns in this area have been reviewed'with Messrs. Androsik, Bulich, and Ihnen.

Revise remaining copies of the lecture material provided by GP to remove the objectionable material.

RESPONSE

All of the lecture material provided by th'e contractor for the training course was kept by the individual employees who attended.

They have been instructed to delete, destroy or revise the questionable material in Lecture

  1. 3 of the ILRT training course material.

4.

Review results of integrated leak rate tests (ILRT) conducted since this course was given by GP to your employees to assure information reported regarding the test is correct and complete.

RESPONSE

The results of the integrated leak rate tests conducted in May 1985 were reviewed and found to be complete and correct.

5.

Review your internal controls over contractor provided training and training material.

RESPONSE

.We have reviewed our controls for contractor provided training and consider them adequate.

Supervision normally preapproves training content objectives for courses conducted at Calvert Cliffs and reviews course evaluations completed by participants attending off-site courses. In this particular case (GP course), it was virtually impossible to prevent presentation of the objectionable material since the course was not given at Calvert Cliffs. Additionally, it would not have been possible to preapprove the course's visual aids and handouts, since access to that information before a course is given is considered proprietary by the vendor.
