Dear Mr. Keppler:

For the first time in a long time we are concerned regarding the position taken by the Nuclear Regulatory Commission in an IE Information Notice. The notice of concern is No. 85-53, " Performance of NRC-Licensed Individuals While on Duty".

Based on our experience in operating both nuclear and fossil power plants, we believe that an operator who is occupied is more likely to be alert, than one who is not occupied, especially on backshifts. Boredom and lethargy contribute more to control room inattention than an alert mind occupied with other activites. A mind in use solving a homework problem is more ready to attack a plant problem than an inactive mind or one engaged in daydreaming. Personnel attention and alertness can also be enhanced by radio use, if the volume is carefully regulated.

We strongly agree that alcohol, drug abuse, horseplay and some hobbies must be prohibited from any operating control room. Professionalism in the control room is important.

We want, however, to establish the level at which activites in the L1CBWR control room are limited. In doing so, we will consider both operator alertness and the need to limit disturbing distractions. It is important that the operator remain both alert and professional in the control room. We also endorse-the need for LACBWR personnel to maintain a professional attitude and a sense of pride and personal responsibility for work performed.
