The following members of the Managem CdeMittee-and alternates were present from 9:30 a.m. until 12iM@.m~.

on Monday, April 27, at the Villita Assembly Building in San Antonio:

For Austin, Mr. Hancock For San Antonio, Messrs. Poston (Chairman) and von Rosenberg For CPL, Mr. Borchelt For HL&P, Messrs. Oprea and Goldberg.

Also present were: for Austin, Messrs. Davidson and Pokorny; for San Antonio, Messrs. Spruce and Hardt; for HL&P, Mr. Jordan.

The sign-in roster of those in attendance is attached as Exhibit No. 1. Mr. Poston's agenda for the meeting is attached as Exhibit No. 2.

Mr. Barker distributed the agenda for his report (attached as Exhibit No. 3) and began his report at 9:40 a.m.

by displaying a slide depicting the Project's " Status Overview" as of March 28, 1981 (copy attached as Exhibit No. 4). In response to a question about the relatively low construction productivity, Mr. Goldberg explained that it was low because the engineers could not provide work for construction to do and that additional layoffs of construction personnel could be expected shortly. Mr. Goldberg explained that Brown & Root was making only about one-fourth of the engineering progress that  ;

had been planned. ,

Mr. Barker next displayed a slide depicting engineering I progress on Unit No. 1 (copy attached as Exhibit No. 5) . Mr.

Goldberg reported on the difficulty Brown & Root was experienc-ing in recruiting a sufficient number of qualified engineering personnel and on the discussions which Brown & Root had begun with other engineering organizations, with the objective of sub-contracting some of the engineering work.

Mr. Barker next presented a slide which showed engineering progress on Unit No. 2 (copy attached as Exhibit No . 6) . Mr. Barker explained that the progress curve was flat because the engineers were being used on Unit No. 1. { being devoted to re-work; that is, how many of the nearly 1,000 engineers are being devoted to re-work. Mr. Barker replied that at least 204 (and possibly as high as 30%) were being employed on re-work but explained that it was difficult to get exact information on this subject.

Mr. Barker's next slide showed the engineering

! manhours expended (copy attached as Exhibit No. 7) . In re-

! sponse to questions by Mr. Hancock regarding the slotting of j steel members, Mr. Goldberg replied that such re-work is still

! behind schedule although efforts are being made to accelerate i it. Mr. Goldberg also cited the anchor bolt problem, which l was discovered two years ago, and explained that the determina-i tion of which bolts need to be replaced had still not been made. l Mr. Barker displayed a slide which showed the percent

- of construction complete on Unit No.1 and common (copy attached '

! as Exhibit No. 8). Mr. Barker noted that work was already 1 falling behind the 1981 work plan. A long discussion followed at this point concerning efforts which had been made by the Project Manager to improve Brown & Root's staffing for the South Texas Project. Mr. Goldberg felt the addition of Brown & Root's 4

new site construction manager, Mr. Thompson, was a positive step.

4 i Mr. Barker thereupon displayed slides showing construc-( tion percent complete on Unit No. 2, on the Unit No. 1 power block and on the Unit No. 2 power block (copies attached as Exhibits 9, j 10 and 11, respectively) and concluded his report on percents

! complete at 11:05 a.m.

! Mr. Barker next explained that work was still being done on the 1981 cash flow projections and that they would be i completed shortly.

1 l Mr. Barker next displayed a slide showing Project manpower (attached as Exhibit No.12) at March 28, 1981. Mr.

Goldberg commented on the fact that Brown & Root had, during j the last twelve months, turned over approximately 600 engineers.

l Mr. Barker next displayed a slide summarizing major problems (copy attached as Exhibit No.13) . Items 4, 5 and 10  ;

were noted by Mr. Goldberg as being new items, as compared with f

the major problem list from the March meeting of the Management Committee.  !

I i . Mr. Barker reported that the reforecast was due

! August 14 and that, although the team is presently three weeks

! behind schedule, he anticipates that the target date will be met.

( At 11:55 Mr. Barker concluded his report and Mr.

Goldberg began his report on the Quadrex study, which he reported was progressing well. Mr. Goldberg reported that Quadrex had come in two weeks ago for a preliminary review of their conclusions but that Quadrex had not completed its own review at the time of such preliminary review. A May 7 conference is scheduled to review Quadrex's final report.

Mr. Goldberg reported that the principal problem areas which had been developed by Quadrex involved computer programs, the HVAC design and certain equipment specifications.

At 12:15 Mr. Oprea reported on recent investigations that the NRC had made into allegations made by the intervenors at and following the March 17-18 prehearing conference in Austin.

At 12:35 p.m. the Management Committee meeting was adjourned.

A copy of Mr. Oprea's letter of April 14, 1981, by which he transmitted a preliminary statement of costs through March 31, 1981, is attached as Exhibit No. 14.

A copy of Mr. Poston's letter of April 6, setting the dates and times of Management Committee meetings through

( September, is attached as Exhibit No. 15.
