FERMI 2, NEWPORT, MICHIGAN INSPECTION CONDUCTED:

OCTOBER 1 THROUGH 3, 1985 v

RESPONSE TO NRC INSPECTION REPORT 50-341/85041 EzArtism_.Meaknaas__LQpen.ltem 85011-Q11 Licensee personnel failed to incorporate current and forecast meteorology (primarily wind direction) into the protective action decision making process which resulted in conveying marginally acceptable protective action recommendations to the State of Michigan.

EtDRQuas RERP Training Mod'ule 9, " Protective Action Recommendations,"

has been revised to provide additional emphasis-on the use of meteorological forecast data as noted in Emergency Plan Implementing Procedure EP-545, " Protective Action Guidelines Recommendations."

This module is included in the training for Emergency Officers, who are responsible for making protective action-recommendations to the State of Michigan from the Emergency Operations Facility (EOF).

All Emergency Officers had completed this revised module as of November 26, 1985.

Additional personnel, including Emergency Directors, Radiation Protection Coordinators and Advisors (and Assistants),

Technical Engineers, Nuclear Shift Supervisors (and Assistants), Nuclear Supervising Operators, and Shift Technical Advisors, will receive training on the revised module during their annual requalification.

In addition, a meteorological training module is being developed for dose assessors assigned to the EOF and the Technical. Support Center (TSC). The dose assessors will be trained on this new module by April 1, 1986.
