Enclosed is an application for an export license (XMAT0393) recently received
.4 by the Nuclear Regulatory Commission, for the export of a graphite vessel and associated materials of depleted uranium and by-product salt containing magnesium. The materials are to be used at Cameco Corporation in Canada in the continued development of the Atomic Vapor Laser Isotope Separation Program (AVLIS). Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
