MANAGEMENT MEETING

Dear Mr. Horn:

This refers to the meeting conducted in the Region IV office on December 19,1996. This meeting related to engineering and other performance areas. A list of meeting attendees is included as Enclosure 1.

The licensee discussed the results of an engineering self-assessment (self-assessment followup) which was performed in followup to an earlier engineering self-assessment.

Overall, several areas within engineering continued to require significant performance improvement. The self-assessment followup found that little progress had been made in correcting many of the deficiencies identified in the original self-assessment.

The licensee summarized the actions taken based on the results. The licensee specifically discussed engineering design and licensing basis improvements, efforts to address historical unauthorized modifications, the station fire protection program validation project, and engineering design and licensing basis maintenance. Regarding system engineering, the licen?.ee discussed the goals of system engineering and their strategy of life cycle maintenance, including a schedule for completion of initial scope systems. Areas characterized by the licensee as engineering challenges included focus on "must do" items, training programs, system engineering and system performance monitoring improvements, potential unauthorized modification, backlog reduction and management, Updated Safety Analysis Report and 50.59 change processes, and engineering process improvements. The licensee briefly discussed training program challenges and the results of a third-party assessment. The licensee's presentation is included as Enclosure 2. The licensee plans to separately docket the results of the self-assessment followup by January 30,1997.
