AUG 151985 Nuclear Regulatory Connission (NRC)

NRC reviewed and commented on DOE cooperative agreements and modifications for Idaho, Utah, Colorado, Oregon, Pennsylvania and the Navajo and Hopi Indian Tribes. The NRC has also reviewed and commented on NEPA and support documents for the Gunnison, Durango, Lakeview and Riverton sites. Conditional concurrence in the Shiprock RAP and full concurrence in the RAP for disposal of contaminated material from Salt Lake City to Clive was provided by NRC.

Furthermore, NRC has reviewed and commented on RAPS for Durango, Lakeview, Gunnison and Riverton.

As a result of construction starts and accelerated schedules at some of the sites, NRC staff visited Canonsburg, Salt Lake City /Clive, Shiprock, Durango, Grand Junction, Ambrosia Lake, Tuba City, Monument Valley, Mexican Hat, Rifle, Riverton, as well as several corresponding alternate disposal sites.

Other site-specific activities included the review and evaluation of the Salt Lake City Health, Safety and Monitoring Plan and the Shiprock Health Physics Monitoring Plan and Remedial Action Inspection Plan. The Canonsburg Remedial Action Inspection Plan was also reviewed.- Construction designs for Canonsburg, Shiprock and Salt Lake City have been reviewed, as well as modifications to the Remedial Action Plans for each of these sites.

Generic accomplishments include the establishment of a Memorandum of Understandiag with DOE to expedite interagency involvement in performing remedial actions at the sites. Furthermore, NRC has reviewed and comented on the UMTRA Project Surveillance and Maintenance Plan, Certification Plan and Environmental Health and Safety Plan. The NRC has developed draft Standard Review Plans for the NRC participation in the project and has provided DOE with input in DOE development of a generic conceptual design approach for UMTRAP.

NRC reviewed and concurred in the remedial actions at several hundred vicinity properties in Edgemont, Salt Lake City, Grand Junction, Shiprock, Riverton, Durango, and Canonsburg, either thorough generic concurrence in the VPMIM or site specific concurrence. NRC also concurred in revisions to the VPMIM.
