1. The Technical Support Center / Operations Support Center (TS?/OSC), and i Emergency Operations Facility (EOF) and Information Clearinghouse / Media Center (IC/MC) will be staffed aid activated according to the instructions in the Emergency Plann.i.ng Procedures (EPPs).
2. Management of the Control Room, TSC/OSC, EOF and MC will respond effectively to the emergency. The lead personnel in these facilities will make timely and effective decisions regarding emergency response efforts.
3. The staff in the control Room, TSC/OSC and EOF will assess the emergency conditions in order to prepare appropriate mitigative ,

priorities, properly classify t he events and to recommend of f site l protective actions. (Each facility may not perform each of these actions depending on the timing of turnover of responsibilities between facilities.)

4. Notification of emergency conditions or protective action recommendations to the State of Kansas, Coffey County and the mock NRC will be performed by the Control Room, TSC/OSC and the EOF. ~

(Each facility may not perform each of these actions depending on the timing of turnover of responsibilities between facilities.) This will include the use of the Emergency Notification System (ENS) and Health Physics Network (HPN) in contact with onsite controllers. ,

5. Communications (e.g., phone, fax or radio) between facilities and  !

teams in support of emergency response activities will be demonstrated using primary communication (or backup if appropriate).

6. Radiological exposure to persons staffing the facilities and teams will be maintained as low as reasonably achievable (ALARA). l l
7. Rumors identified during the Exercise will be confirmed or denied as part of the activities of the Phone Team or the MC.
8. Field Teams will collect environmental samples as directed by either the Dose Assessment Coordinator in the TSC or the Radiological Assessment Supervisor in the EOF. These samples may include air, water, soil or vegetation. (Each team is not required to collect all samples.)
9. The objectives of a semi-annual Health Physics Drill will be demonstrated, by obtaining direct measurements, an airborne sample j and environmental samples, as part of this exercise.
10. Dispatch and coordination of emergency repair and damage control teams will be demonstrated by the Control Room and the TSC/OSC.

12. Post-accident sampling may be demonstrated. (It is a requirement to include a post accident sampling system analysis in a Health Physics drill, annually.)
13. Personnel accountability will be maintained within the Control Room, I l

14. Habitability of the Control Room, TSC/OSC and EOF will be i periodically assessed.

15.The MC will disseminate accurate and timely information either through scheduled news conferences or the Phone Team.

16.The TSC/OSC and EOF shall demonstrate assistance and support to the Control Room for mitigation of the emergency conditions.

17. Good radiological protection practices shall be demonstrated within i the Control Room, TSC/OSC and the EOF.

18. Good scenario preparation and exercise control will be demonstrated i throughout the Exercise.
