Dear Mr. Link:
i Thank you for calling to our attention the paragraph in the NRC Staff's l
Environmental Assessment (EA) on construction permit recapture, dated March 10, 1987, that indicates that before any future steam generator replacement activities take place, the NRC staff will evaluate and approve those activities for their radiological environmental effects (EA, March 10, 1987, Section 3.1.3).
The statement seems to reflect the staff's intention to track a commitment i
made by Wisconsin Electric in connection with the repair of the Unit 1 steam generators to make every reasonable effort to inaintain occupational radiation i
exposures as low as is reasonably achievable (ALARA) in accordance with 10 CFR j
20.1(c).
(See Safety Evaluation dated September 30, 1983, Section 7.0.)
As you know, since that time, 10 CFR Part 20 has been revised and, with respect to occupational dose, ALARA is now a requirement. Thus, the commitment reflected in the staff's EA on construction permit recapture (1987) and SE on steam generator repair in 1983 is no longer operative and staff evaluation and j
review prior to steam generator replacement is not necessary.
