The reports indicated in (i) and (ii) above should provide detailed descriptions of the reviews and 1

measures implemented as a result of the reviews and evaluations performed.

If an addressee chooses not to take the requested actions, the 45-day response should provide a i
description of any proposed alternative course of action, the schedule for completing the alternative course of action (if applicable), and the safety basis for determining the acceptability of the planned alternative course of action.
l By letter dated August 19,1996 (Reference b), we informed the Commission of our intention to

implement the " Requested Actions," and transmitted a report (Document No. 31-B9604-102) prepared

. by our independent Spent Fuel Storage Installation vendor, VECTRA Technologies, Inc., providing the i
response to the requested Action Items 1(a),1(b), and 1(c). We later supplemented the August 19,1996, response by Reference (c). The VECTRA report transmitted by Reference (b) committed to provide a report (Part Il report) confirming the completion of requested Action items 1(d) and 2 by April 30,1997.
2 Accordingly, on April 30, 1997, VECTRA issued Document No. 31-B9604-103, confirming the completion of requested Items 1(d) and 2 [ Reference (d)]. Please be advised that Baltimore Gas and
[
Electric Company has reviewed Reference (d) and concurs with its contents. This transmittal completes our response concerning Bulletin 96-04, Requested Action Items 1(d) and 2.
