NRC INCIDENT RESPONSE GE0 GRAPHIC INFORMATION SYSTEM l

The NRC's Office for Analysis and Evaluation of Operational Data (AE00) has i

recently completed development of a Geographic Information System (GIS) for use in its Headquarters Operations Center in Rockville, Maryland.

This system provides access to computerized mapping and related information for areas within approximately 50 miles of each nuclear power plant and some fuel facilities.

If a major Federal response were necessary, this system would be employed by the NRC as well as the Department of Energy in the Federal Radiological Monitoring and Assessment Center (FRMAC) for displaying aerial and ground contamination results.

The enclosed CD-ROM contains data about the sites including population density, roads, schools, evacuation routes, and sectors, etc.

System specifications are included on the attached system description.

The NRC is providing these CD-ROM to all licensees, States and other Federal l

agencies with radiological response responsibilities to encourage the use of i

standardized mapping and related information during exercises and events.

l There are no regulatory or other requirements associated with using this I

information.

In addition, we are providing a computer disk for use in converting results generated from RASCAL, the NRC consequence assessment model, to the GIS format for display purposes.

Please transmit the enclosed CD-ROM and RASCAL disk to the appropriate system support element within your organization for use in training, emergency planning, and/or radiation health.

The NRC has generated these CD-ROM for use in responding to events at Nuclear Power Plants throughout the United States. The coverages (overlay infomation) included in the menu on this version are consistently applied at all plants, The information included is a subset of the available infonnation but chosen for its applicability to response needs.

NOW IS IT USED?

l The system was designed based upon the USGS 1:100,000 series database. It incorporates the Census TIGER Files and digitized data provided by the NRC and others for the set of coverages you see. The system was designed for PC use assuning that not all States have Workstation capability. It is designed to work within the ARCVIEW environment.

I WlAT IS NEEDED TO USE IT?

ARCVIEW (3 preferred) software within Windows NRC C0ttilTHENT FOR SUPPORT l

The NRC is providing this information for use by States within the 10 mile EPZ and other l

organizations for responding to events at nuclear power plants. Once received by the c.*ganization, the NRC will accept information fran the user on data inaccuracies, additional infonnation desired for the system and system improvements. The NRC Comits to evaluate the submitted infonnation on a yearly basis and regenerate a new CD-ROM at the end of the calendar

- year (if warranted) with modifications and additions as appropriate within budgetary limits.

The NRC will not provide system support, har&are, software (other than the CD-ROM and RASCAL disk), training or user assistance. The system is WINDOWS based and training is readily available fran ESRI on ARCVIEW. the primary operating system.

USER C0ttiliMEpiT Users in receipt of the NRC CD-ROM will comit to follow the guidance enclosed within this paper, provide feedback to the NRC, provide data to the NRC within the framework described above and share infonnation during the course of events in which the system would be used.
