l Reoort Details On Site Construction Review (88001) 1 Insoection Scope l

The inspectors conducted a routine, announced inspection of the Ambrosia Lake tailings pile.

The inspection was performed to aid in resolving settlement i

questions raised by the NRC staff during review of the Completion Report submitted to the NRC by letter dated November 22. 1996. The staff's concerns were documented in the NRC's letter to DOE dated March 26, 1997.

Observations and Findinas The inspectors walked the tailings impoundment to develop a better understanding of the configuration of the pile and the location of settlement monuments, and to observe any evidence of differential settlement since rock placement was completed in 1996.

A draft letter report by DOE contractor personnel which further explained settlement data and projections of future settlement was reviewed by the inspectors, and agreement was reached on modifications to clarify the report.

The DOE personnel were of the opinion that, even if the final settlement measurements were adversely affected by wind. long-term settlements would be satisfactory.

By providing a plot of predicted settlement versus the log of time, a suitable long-term settlement profile was provided.

The settlement versus log of time model conformed to accepted practice.

The DOE personnel agreed to submit the final report to the j

NRC for evaluation.

Conclusions l

Inspection of the tailings impoundment aided the inspectors in evaluating the possiblility of future differential settlement and formation of channels on the pile.

Further evaluation of the potential for settlement will be made upon receipt of the DOE report.

No deficiencies in the placement of riprap were noted by the inspectors.

SUMMARY

An exit meeting was conducted at the conclusion of the inspection on April 1.

1997.

During this meeting, the inspectors reviewed the scope and findings of the inspection.
