RESPONSE TO BWROG REQUEST ON HYDROGEN WATER CHEMISTRY DATED I

Per our telecon we are informing you that some issues require resolution prior to issuing the attached letter to the Owner's Group. They are:

This item is a policy issue, and, as such should be reviewed by OELD. We understand that the unreviewed safety question aspect

has been discussed with OELD. We believe that the noticing of potential amendments, considering the fact that the guidelines would tentatively be an approved topical report, as a significant j

hazard or no significant hazard needs discussion with OELD prior to issuance of this letter.

Our perception that the staff needs to provide a position regarding whether or not this item is an unreviewed safety question prior to completing the subject review.

The need to provide our position to the BWROG regarding our determination on 10 CFR 50.59 prior to completion of our review.

The impact of our determination on current plant - specific activities being discussed with the NRC, re. those at Dresden and Pilgrim Stations.

Mr. Scinto returns from leave on December -17,1985. The yellow ticket response date for the item is mid-March. We believe it is prudent to resolve these questions prior to issuing the attachment to the BWROG.

We have received the draft of " Guidelines for Pennanent BWR Hydrogen Water 3

Chemistry Installations", you sent to Mr. Harold Denton on October 21, 1985 i

j for staff review.

I The staff has supplied informal comments on this Draft which were given to the Owner's Group on October 9, 1985. We will make no further consnents on the Draft, but will conduct a formal review of the Final Guide when received.

Material studies have been conducted in a hydrogen water chemistry environment ~

f at Dresden 2, in Swedish BWR's and in extensive laboratory testing. On the basis of this infonnation it appears that hydrogen water chemistry of t

the type your group proposed can be an effective intergranular stress j

corrosion cracking countermeasure, h

In our judgment the pennanent installation of the hydrogen water chemistry system does not meet the criteria for implementation under 10 CFR 50.59.

Specifically, the additional hazards associated with personnel exposures to Nitrogen 16 radiation, and the potential explosion and fire hazards from the storage and use of hydrogen and oxygen, are unreviewed safety questions.

Therefore, a license amendment for each installation appears warranted.

In order to facilitate the review of licensee amendments, the staff intends to process the proposed guidelines as a topical report, and allow individual Itcensees the opportunity to reference the topical report. We believe that the processing of a plant specific license amendment would be expedited when an application references the approved topical report, and when the actions l

proposed by a specific licensee are within the envelope of criteria that were covered in the approved topical report. We intend to issue guidance with regard to use of the topical report in licensing as part of the review process for the document.
