This refers to the annual appraisal conducted by Dr. J. Blair Nicholas of this office during the period August 5-8, 198s, for the NRC/ State of Louisiana Environmental Monitoring Cooperative Agreement around Waterford-3 Steam Electric Station and River Bend Station, and to the discussion of the appraisal results with you and members of your staff on August 8, 1985.
Based on the appraisal results, we believe the state of Louisiana has the necessary personnel, equipment, and facilities to continue to satisfy the conditions of the agreement; however, as discussed in the enclosed appraisal report, wa have several concerns regarding items which did not fully satisfy the conditions of the cooperative agreement and require your attention.
Based on a telephone conversation between Richard Bangart of my staff and William Spell of your organization's Nuclear Energy Division, i t i s my understanding that the identified concerns either have been or will be addressed in order that the conditions of the cooperative agreements are satisfied. With that commitment in place, no response to this letter is necessary.
