Enclosed is an application (IWOO3) from ALARON Corporation for a license to import, from Taiwan, contaminated condenser tubing for decontamination at an ALARON facility in Wampum, Pennsylvania.

Plans call for the separated radioactive waste to be disposed of by Envirocare of Utah, Inc. The decontaminated scrap metal will be melted and recycled by Luria Brothers, Kopple, Pennsylvania.

Before taking action on this case, we request your assistance in notifying Taiwan of the proposed import into the U.S. and obtaining any comments in the context of the Code of Practice on the International Transboundary Movement of Radioactive Waste. We also request your views as to whether the subject import would be consistent with the Code's guidelines.

Dear Mr. Hauber:

Please accept this letter as an application for a specific license to import radioactive material. Particulars as follows:

Material to be imported to:

ALARON Corporation R.D. 2, Box 2140A, Park Street and PA route 18, Wampum, Pennsylvania 16157, contact Joe Harverson, Operations Manager at 412-535-5777 Material to be imported from:

Taiwan Power Company (Chinshan Nuclear Power Station, P.O. Box 8, Shihrien (25303), Taipei, Taiwan, Republic of China, contact Shou Lin, Division Head, Waste Treatment at 886-2-638 3501.

Schedule:

ALARON would receive this material at its Wampum facility under NRC radioactive

' material licenses 37-20826-01 and 37-20826-02 between June,1997 and June of 1999.

Meterial

Description:

The materialin question is 690 tons of aluminum-bronze and nickel-copper condenser tubing. The tubing is surface contaminated with 1.3 GBq (36 mci) of Co 60 and Cs-137 oxides. The tubing is 2.5 cm outside diameter with RD#2. BOX 2140A WAMPUM. PA 16157 (412) 535 5777 e

hbhc$$p approximately 124,000 pieces 6.86 m (22.5 ft) long and anothe'r 3.42 m (11.25 ft) long. The tubing is scrap tubing from conde5W)rgajpx; hanger tubing repairs at Chin-Shan nuclear power station.

Closely packed, thB erde%)2 would occupy about 110 m' (3890 ft') and would be Class A waste if classified per 10 CFR 61.55.

Reason for import:

The material will be decontaminated by ALARON for unrestricted use under the provisions of ALARON's present radioactive materiallicenses. A scrap metal dealer (Luria Brothers, P.O. Box N, Kopple, Pennsylvania 16136) wili purchase the decontaminated tubing as scrap metal for melting and recycling.

i Waste consisting of an estimated 21 m'(750 ft') of dewatered resin Class A waste) from the decontamination will be disposed as low-level radioactive waste at the Clive, Utah disposal facility operated by Envirocare of Utah, Inc. It is our understanding that even though this radioactive materialis recyclable scrap metal it does not meet the definitions (in 10 CFR 110.2) of either incidental i.

radioactive material or service equipment and therefore requires a specific license per 10 CFR 110.31. Enclosed is a check in the amount of $4800.00 for the initial application fee as found in 10 CFR 170.31, category ISB.
