Emission Reduction Credits Northeast Nuclear Enerav Company i'

Trading Agreement No. 8107 dated October 2,1995 (Agreement) addresses nitrogen oxide (NOx) emissions from certain boilers operated at the Millstone Nuclear Power Station (MNPS) located at Rope Ferry Road, Waterford, CT. The Agreement stipulates that "NNECO shall have in their possession sufficient approved Emission Reduction Credits (ERC) no later than the first of each calendar month to assure compliance for, at a minimum, that month". Such credits are necessary to cover NOx emissions in-excess of that allowed under Regulations of Connecticut State Agencies (22a-174-22).

Accordingly, in December of 1995, Northeast Nuclear Energy Company (NNECO) purchased 5 tons of NOx ERCS. During 1995 NNECO.used 1.136 NOx credits (tons);

and, during 1996, 3.728 NOx credits were used to cover excess NOx emissions.

NNECO began calendar year 1997 with a balance of 0.136 NOx credits. However, f sufficient ERC purchases were not completed in advance to cover excess NOx jfd emissions for the non-ozone season period January through April,1997. }

This letter, therefore, serves as written notification, and follow-up to the notification phone call made to your office on 4/22/97, that NNECO has taken steps necessary to correct this situation. NNECO purchased ten tons of ERCS on April 23,1997 to cover the excess NOx emissions (approximately 2.5 tons) from MNPS for the period January through April,1997. This purchase will also cover excess NOx emissions expected from MNPS for the period May through December,1997 and into calendar year 1998.
