Calvert Cliffs Nuclear Power Plant Unit No. 2; Docket No. & 50-318 Action Plan to Resume Unit 2 Refueling As a result of a series of events that have occurred during the current Unit 2 refueling outage, we have suspended refueling activities pending a comprehensive review to ensure safe fuel movement. In addition to specific technical reviews, we have determined it is appropriate to broadly address the causal factors that contributed to these events. We have informed you of our actions in two telephone conferences held on April 24,1997 with NRC Region 1 staff. During the second telephone conference, we described our action plan for resuming refueling. This letter summarizes that action plan.
SUMMARY
OF ACTION PLAN FOR RESUMING REFUELING The site Vice President and Plant General Manager assembled a team of Managers and General Supervisors to develop and implement the following action plan.
1.
We will verify the current plant configuration to ensure fuel safety. Operations will review line-ups of containment closure, shutdown cooling, spent fuel pool cooling, and spent fuel pool ventilation to verify that the fuel is adequately protected in its current configuration.
2.
We will communicate the serious nature of the recent events and assure employees l
understand management expectations of employee performance.
3.
We will conduct an assessment of recent refueling events to identify overall root cause(s) and corrective actions. Briefly, the events include two instances of spent fuel pool ventilation misalignment, refueling equipment problems, and control of diver activities during maintenance of refueling equipment. Required corrective actions will be completed before resuming Unit 2 refueling. Longer term actions resulting from the review will be identified prior to resuming Unit 2 refueling.

We will verify the technical preparations required for a safe reload of fuel into Unit 2 and make required corrective actions, including:
Reviewing Operations procedures for refueling; Reviewing Operations training for refueling; Reviewing Unit 2 outage-related maintenance orders to assure readiness of plant e
equipment important to refueling; Performing an engineering review to assure readiness of plant equipment important to refueling; and l
Reviewing industry operating experience for lessons learned important to refueling.

A panel of site Managers will review completion of the above items and make a recommendation to the Plant General Manager and site Vice President to resume refueling.
As we implement the action plan, we will share our findings with the NRC Resident Inspectors.
Completion of the action plan will ensure we are ready to safely resume fuel movement.
