SUBJECT:
SPENT FUEL POOL LICENSING BASIS REVIEW GUIDANCE.
CLARIFICATION FOR DISPOSITIONING IDENTIFIED DISCREPANCIES
_By memos dated February 8,1996 and March 1.1996 guidance was issued to all project managers regarding a review of plant specific licensing basis requirements with respect to spent fuel pool cooling and core offload activities. These memos also provided guidance on how to document your review -
and specifically discussed what to do when discrepancies were identified.
The purpose of this memorandum is to revise how each project manager should document discrepancies identified during the review. After the project manager has completed the plant-specific review and has prepared a report (the data sheets and supporting information described in the previous guidance memoranda), he(she) should document in the report any discrepancies found between the plant refueling practices and the design bases for both past and current reloads. The discrepancies. their significance, and resolution status should be described in detail in a separate section of the report. In addition, the project manager should identify in the cover memo submitting the report to the lead )roject manager whether or not any discrepancies have been identified during t1e spent fuel pool licensing basis review.
Also, a carbon copy of the report package should be sent concurrently to the senior resident ins)ector. It is expected that the inspector will include information about t1e discrepancies in a future inspection report as appropriate.
