OF MEETING WITH THE WESTINGHOUSE OWNERS GROUP (WOG) i AND SENIOR OFFICE OF NUCLEAR REACTOR REGULATION (NRR)

MANAGEMENT l

l On April 16, 1997, members of NRR senior management met with the Westinghouse i

Owners' Group for the semi-annual discussion of topics of mutual interest.

The WOG presentations included: WOG steering committee organization, fuel issues, Alloy 600 reactor vessel head penetration (RVHP) issues, steam l

generator (SG) internals degradation assessment, risk-informed /PRA applications, and life cycle management / license renewal programs. Attachment 1 is a list of meeting attendees, Attachment 2 is a copy of the presentation material.

In the past, the WOG was not involved in fuel issues due to the fact that different vendors supplied fuel to the WOG members and that made it difficult to address issues generically.

However, recent issues have arisen where the WOG may be able to provide generic support.

Therefore, the WOG has decided to form a new working group to address fuel issues. The working group is still in the early stages of development, but a list of potential working group activities was provided at the meeting.

One of these included industry's response to Bulletin 96-01, incomplete rod insertion.

Short, intermediate and long term actions to address the problem were discussed. The WOG plans on l

i commenting on the supplement to the bulletin when it is released for public comment, but may need to request an extension to the comment period in order to gain consensus among the WOG members.

The staff and W0G decided a future

f h meeting between the staff and the new working group would be helpful to j j1) discuss in detail the working group activities and future interaction with the NRC staff.

The WOG provided a status of the RVHP issue.

Currently, there are no plans to perform inspections; the WOG materials subcommittee believes the safety 1

analysis remains valid for all PWR owners groups and the plant' rankings do not directly or indirectly affect the conclusions in the safety evaluation report.

The WOG indicated the industry is deciding whether an industry wide response to GL 97-01 is warranted.

The WOG will participate in the NEI task force and will work toward a response to GL 97-01 based on feedback from the members.

.The NRC staff commented that the NEI task force may want.to meet with the

staff to discuss options.

- Similarly, the WOG is active in the NEI steam generator (SG) task force responding to the potential SG internals degradation assessment. The WOG discussed the potential program outline which consists of a number of activities, i

The WOG also discussed its activities in the risk-informed PRA applications arena.

The WOG has submitted two topicals, one on risk-based inservice

~

testing (IST) and one on risk-based inservice inspection (ISI), and is developing a methodology for extending allowed outage times focusing on the

accumulator as a model..The WOG believes that implementation of risk-informed

{

regulation should not lead to another level of regulatory requirements.

The staff outlined the regulatory guide which will soon be issued for public i

comment. The WOG will strive to provide meaningful comments on the draft regulatory guide and standards review plan when they are released.

The length of the comment period was discussed. Additionally, the staff discussed the j

human aspect of risk and suggested that this may be an area of future work.

j The WOG is also active in the ~ life cycle management / license renewal program.

i This is a key strategic area for the WOG, however, current issues such as FSAR updates and the 50.54(f) letter have been overwhelming licensees' decisions

,i whether to pursue license renewal. Once these issues have been resolved, the WOG stated that the licensa renewal issue will be decided on economics.

It was pointed out by the WOG that the time frame for this decision making is getting shorter for the older plants. The WOG has four major areas of activities including generic topical reports (GTRs), life cycle management, l

generic license renewal implementation plan, and support for implementing plant efforts. The WOG has developed 15 GTRs, four of which have been i

submitted to the NRC for review, one additional GTR will be submitted in the future. The WOG would like to get a schedule for review and approval of the j

GTRs.

The WOG also provided a listing of all topical reports that have been j

submitted to the NRC and a priority ranking for each. The priority ranking will facilitate the NRC in setting priorities for review.

The NRC staff and WOG agreed to reexamine priorities each time a topical report is submitted and I

that a listing with each topical report status would be provided prior to the semi-annual management meeting. At future meetings, on the high priority 1

items,.it should be defined who has the action (NRC or the WOG), and the due l

.date or time frame for a' decision such that the correct people will be able to attend the meeting.

The staff had two topics it wanted to discuss with the WOG. The staff asked Westinghouse what their expectations were with respect to staff' review of the i

_ WOG risk ranking of MOVs for GL 96-05. The report was submitted to the NRC for information, but in the forwarding letter the WOG stated that utilities j

would be referencing the report in their responses to the GL.
