Dear Mr. Hallisey:
This follows up my April 22,1997 conve sation with Dr. Dakubu regarding the enclosed April 2,1997 letter from the County of L s Angeles, California Department of Health Services to NRC Region 1. The letter dese ibes a February 20,1997 shipment of radioactive material from Dupont Merck, North Billerica, Massachusetts, to a California facility, which at the time of shipment did not have a valid State license authorizing receipt of the material.
Although the activity occurred prior to the March 21,1997 Agreement between NRC and the Commonwealth of Massachusetts, the issues raised in the letter are currently under State jurisdiction. Accordingly, we are forwarding this matter to you for appropriate followup action.
