Improved Thermal Design Procedures - Comanche Peak Steam T.

Electric Station, Units 1 and 2 By your application dated August 30, 1985, affidavit dated December 2,1976, and Texas Utilities Generating Company letter dated September 5, 1985, you submitted responses to questions on Improved Thermal Design Procedures which provide justification for a reduced flow meter measurement uncertainty value and requested that they be withheld from public disclosure pursuant to 10 CFR 2.790.

You stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

The information was transmitted to the Commission in confidence and was received in confidence. The infor-mation is not available in public sources and has been held in confidence by Westinghouse and of a type not customarily disclosed to the public.

2.

The infonnation contains patentable ideas, is marketable in many ways, the extent to which such information is available to competitors diminishes the Westinghouse ability to sell products and services involving the use of the competitive status of Westinghouse.

We have determined that the Improved Thermal Design Procedures which provide justification for a reduced flow meter measurement uncertainty value, marked as proprietary, should be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

We, therefore, approve your request for withholding pursuant to 10 CFR 2.790 and are withholding the above stated document from public disclosure as proprietary.
