SUBJECT: COhiBINED INSPECTION REPORT NOS. 50-245/93-02 AND 50-423/93 02
This refers to the safety inspection conducted by Mr. R. .A. McBrearty of this office on
January 11 - 15, 1993, at the Millstone Nuclear Power Station, ~Waterford, Connecticut. The
results of the inspection were discussed with Mr. C. Clement and others of your staff at the
conclusion of the inspection.
Areas of the inservice inspection (ISI) program including procedures, documentation and
recent changes examined during this inspection are described in the NRC Region I Inspection
Report, which is enclosed with this letter. Within these areas, the inspection consisted of
selective examinations of representative records and interviews with personnel.
Within the scope of this inspection, we concluded that the areas of the ISI program examined
during this inspection are being conducted in accordance with requirements and no violations
were observed.
We noted you initiated prompt, extensive, and decisive action regarding NRC concerns
identified during a previous inspection at hiillstone Unit 1 in regard to training of NDE
contractors on NDE procedures and the data sheet review process. We feel that those
actions will enhance and strengthen the inwuice inspection program at each of the Northeast
Utilities nuclear facilities.
