This morning the Board received a Freedom of Information Act Request filed by the Government Accountability Project on December 5, 1985. Our response is that there never was a written request to estab-lish a second docket.

The chairman made an oral request of ASLBP chaiman B. Paul Cotter, Jr., based on: (1) difficulties then being experienced in scheduling hearings that could be attended by Judge McCollom, and (2) wanting a second docket so that an additional judge would share the workload of this complex litigation.
