SUBJECT: INSPECTION REPORT NOS. 50-317/92-32 and 50-318/92-32
This letter refers to the safety inspection of enginaring and technical support activities
related to the Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2, conducted by
Mr. A. Lohmeier of this of6ce during the period November 30 - December 3,1992 at-
Lusby, Maryland. At the conclusion of the inspection, findings were discussed with
members of the Calvert Cliffs engineering staff.
The scope of this inspection included the assessment of engineering organization personnel
changes, design engineering and plant engineering performance, fatigue cycle monitoring
program, emergency diesel generator anti-missile door bolting adequacy, POSRC activity,

modiGcation package review, welding program control, and the 10 CFR 50.59 screening
process.
Engineering activity at Calvert Cliffs continues to improve through good management

oversight of engineering operations utilizing target goals and performance measurement
l
against these goals. The effectiveness has the potential to be further enhanced through recent
changes in management through cross switching of engineering management assigmrants.
It was noted that the fatigue cycle monitoring program at Calvert Cliffs has been developed -

toward providing assurance that fatigue life usage of primary system components has not
exceeded the limits provided for in the ASME Boiler and Pressure Vessel Code for Nuclear
Vessels - Section III. Plant operation within the fatigue capability of component materi Js is
essential for the safe and efficient generat on of nuclear power.

It was noted that the bolting on the emergency diesel generator doors was not installed in a
workmanship-like manner consistent with nuclear. plant construction. You should determine
the adequacy of the installation and initiate any necessary corrective actions.

Within the scope of this inspection, no violations were observed. No response to this letter-
is necessary.
