OF MEETING HELD ON OCTOBER 2-3, 1985 -

BASIS FOR ESTABLISHING THE HOMOGENE0US HARDWARE POPULATIONS FOR THE CONSTRUCTION ADEQUACY REVIEW, AND THE STONE AND WEBSTER PIPE AND PIPE SUPPORT REANALYSIS PROGRAM.

On October 2 and 3,1985, a public meeting was held in Granbury, Texas with representatives from the NRC and Texas Utilities. Two issues were discussed at this meeting. One was the basis for establishing the homogeneous hardware populations for the construction adequacy review and the other issue was the Stone and Webster pipe and pipe support reanalysis program. The meeting was transcribed and the transcript is provided as an enclosure. The list of attendees at the meeting and all handouts provided at the meeting are included in the transcript.

The NRC staff asked the following questions on the construction adequacy review: 1) What is the basis and rational for establishing the homogeneous hardware populations? 2) What is the basis for sampling using a 95/5 criterion and selecting 60 items with a rejection criteria of 0? 3) How is the human reliability factor considered in the detection or non-detection of discrepancies?, and 4) How will the sampling process be affe'tedc by the unaccessibility of some pieces of hardware? After a presentation provided by J. Hansel of ERC, the NRC staff had the following comments: 1) the NRC staff must perform a site audit of the Hansel effort, 2) there is a generalacceptanceofthesamplingtechniques,and3)theNRCstaffneedsto better understand the basis for establishing the homogeneity of work processes, and the mechanics of the process for selecting certain items for sampling. We anticipate a public meeting on this issue in approximately one month. The.NRC staff also suggests that the construction adequacy program should include the verification of compliance of procured materials and items with procurement / design requirements.

The other issue discussed concerned the Stone and Webster pipe and pipe support reanalysis. Specifically, the staff was interested in the following two items: 1) the recently performed pipe and pipe support analysis walkdown, and 2) the NRC continuous monitoring of the Stone and Webster pipe and pipe 0510240070 851018 PDR T ADOCK 05000445 pyg
