SEQUOYAH NUCLEAR STATION, UNITS 1 AND 2 - ASME SECTION XI RELIEF REQUEST - SUBSECTION IWE (TAC NOS. M97927 AND M97928)

Dear Mr. Kingsley:

The purpose of this letter is to authorize your proposed alternative to use the 1989 Edition of American Society of Mechanical Engineers Boiler and Pressiere Vessel Code (ASME Code),Section XI, Subsection IWE, for the performance of containment repair and replacement activities until September 9,1997 in lieu of the usage of the 1992 Edition of the ASME Code,Section XI, Subsection IWE, as recently endorsed by 10 CFR 50.55a.

In a letter dated February 10, 1997, you proposed the above described alternative and requested relief from the requirements of the 1992 Edition of the ASME Code,Section XI, Subsection IWE, as endorsed by recent changes made effective to 10 CFR 50.55a on September 9, 1996. Prior to the effective date of the revisions to 10 CFR 50.55a, TVA has been performing containment repair and replacement activities in accordance with the 1989 Edition of ASME Code,Section XI, Subsection IWE, and wishes to continue using the 1989 Edition of the code until September.9, 1997.

The staff has reviewed the information provided in your February 10, 1997, letter. Our evaluation and conclusions are contained in the enclosed Safety Evaluation. The staff agrees that the immediate implementation of the requirements of the 1992 Edition of the ASME Code for repair and replacement activities, as required by 10 CFR 50.55a, will result in hardship without a compensating increase in the level of qual. y and safety. Edition of the ASME Code and the associated quality assurance requirements, /

as supplemented by the site specific quality assurance program described in your letter of February 10, 1997, provides adequate assurance of containment /
