Station, Waterford, Connecticut.
Attached are ccpies of the sections of the State of Connecticut Radiological Emergency Response Plan for the Millstone Nuclear Power Station relating to Medical Services. Also attached are copies of similar sections fran plans of localities that are located in the 10-mile emergency planning zone (EPZ) of the plant. 'Ihese are the Towns of Lyme, Old Lyme, East Lyme, Iedyard, Montville,-
Waterford, Old Saybrook and Groton; the Cities of New Iondon and Groton and the Hamlet of Fishers Island. We have also received additional information on the capacity of hospitals serving the Millstone 10-mile EPZ. According to FEMA Region I in an October 17, 1985, telephone conversation with the 3EMA Headquarters Region I project officer, the bed capacities are as follows: Lawrence and Memorial Hospitals (350), Middlesex Memorial Hospital (380) and Norwich State Hospital (649). 'Ihis information is confirmation that a list of medical facilities and services has been identified for use in case of an evergency 'at the Millstone Nuclear Power Station. Other related and supporting arrangements are also identified in the attachments.

collection and radiological laboratory analysis.

The State Emergency Operations Center (EOC) staff, located in
~
the State Armory in Hartford, will identify those zones which are likely to be affected by the most prevalent wind direction from the affected facility. Existing potable water supplies in these affected zones shall be identified from Department of Health Services' listings and maps (included as an appendix to the Department's Standard Operating Procedures). Staff sampling teams will be dispatched to sample these water supplies. The Department of Agriculture will sample potable water supplies at dairy farms. The Department of Health Services will also sample potable water supplies within the 50-mile Ingestion Emergency Planning Zone of the Haddam Neck Plant or the Mill-stone Nuclear Power Station.
- The Department of Health Services will perform radioanalysis of all food, water, milk, and livestock feed samples collected by the Departments of Agriculture and Consumer Protection as well as analyze the air sampler filter papers collected by the

Department of Environmental Protection (DEP) from the field monitoring stations.
i Analysis results from the Department's laboratory in Hartford will be reported to the DEP Commissioner at the State EOC. The DEP Commissioner will then report the results to the appropri-i ate State agencies.
f Information supplied by the Department of Environmental Protec-l tion (DEP) representative at the State Emergency Operations Center (EOC) relative to primary and secondary Accident Assess-ment results will be reviewed. Sampling and radicaralysis will continue until an assessment of radiological impact is achieved with regard to Federal guidelines.

Medical emergency communications for the Haddam Neck Plant are coordinated by the Colchester Emergency Communications Center 3

Command and Coordination
(
The Commissioner or alternate, the Deputy. Commissioner, is in charge of the Department of Health Services' emergency response operations, and Emergency Medical Services throughout the State. The Commissioner will coordinate Emergency Medical Services and resources throughout the State. Other assigned activities will be coordinated with the Office of Civil Prepared-ness Director (CPD), and will represent the Department of Health Services at the State EOC.
D.
Protective Actions The Department of Health Services is a support and coordinating State agency for Evacuation. Health Services' personnel will coordinate the services and resources necessary to evacuate non-ambulatory persons or hospital patients from affected areas, if so requested by the local communities. The Commis-sioner will coordinate these activities with the Connecticut State Police, the Department of Transportation, private ambu-lance companies, and local communities. The Commissioner will notify the CPD, through the State EOC, assignments are completed.
The Department of Health Services is a key State Agency for potable water control under the Food, Water, Milk and Livestock Feed Control Protective Action. Department personnel will non-

itor potable water within the affected areas.
If the radioac-tivity levels in water exceed those of Federal guidelines, as identified in the Department's Standard Operating Procedures, control of water supplies shall be initiated, at the Governor's direction, by issuing orders from the Commissioner to local water supply operators. DEP will interpret field sampling results and advise the Department on the appropriate actions.
The CPD and the Commissioners of the other key agencies will be kept informed through the State EOC.
The Department's emergency workerr will receive dosimeters from the Director of Emergency Medical Services, or a designated alternate, before entering af fected areas. They will report back to the Health Services' laboratory, as they are relieved of duty, for a dosimeter readout and, if necessary, a thyroid scan.
Decontamination facilities for emergency workers will be available at the Norwich State Hospital, and for equipment and vehicles, at the Department of Transportation's (DOT) bus facility in Preston.
In addition, decontamination facilities l

Parallel Actions The Department of Health Services, as the key and coordinating State agency for Emergency Medical' Services, is responsible for i
the supervision and coordination of the State's emergency health and medical operations, including the assignment of appropriate staff to State and local EOC's.
Health Services will allocate essential health and medical material under State control, including authorized Federal or State owned emergency medical stockpiled items. With the assistance of Emergency Medical Services and in conjunction with the OCP, Health Services will also coordinate the use of the services and resources of hospitals, private ambulances, local communities, and the American Red Cross. The Department of Health Services is also responsible for maintaining the hospital communications system. The Health Services Commissioner will notify the CPD, i
through the State EOC, as assignments are completed.
The Department of Health Services is the key State agency for Radiation Exposure Control. As necessary, Health Services will j
read dosimeters and perform thyroid scans, in accordance with Standard Operating Procedures, for State emergency response workers as they are relieved of duty. Health Services will also keep permanent exposure records for all State and local community workers, and insure sufficient decontamination, medical care, and epidemiological follow-up of exposed indivi-(
duals. The Department of Consumer Protection will assist in the record keeping efforts.

Department personnel will support the DEP in this function by assisting the DEP in determining when the contamination of sampled water resources has diminished to safe levels. A.
Notification and Communication The Public Health Nurse will be notified of an accident at the Millstone Nuclear Power Station, if necessary, by Communica-tions via telephone or personal contact. She will verify the message by voice recognition or a return call.
Following notification, the Public Health Nurse will report to the Emergency Operations Center (EOC) at the Fire Station, if so directed. The alternate EOC is at Fishers. Island School.
The Public Health Nurse will contact the other Island nurses by telephone or personal contact, and alert them as the situation warrants. She will maintain communications with the other nurses by telephone or personal contact.
B.
Command and Coordination The Public Health Nurse will be in charge of the Public Health Nurses' radiological emergency response assignments. She will coordinate assigned tasks with the Disaster Preparedness Coor-I dinator (DPC) at the EOC.
C.
Parallel Actions In the event that a Protective Action is determined necessary, the Public Health Nurses will be a support agency in the provision of necessary Social Services. The Public Health Nurse will coordinate assigned tasks with the Fire Depart-ment / Emergency Nedical Services, and will notify the Fire Chief, through the EOC, as assignments are completed.

A.
Accident Assessment Primary Accident Assessment is the responsibility of the Mill-stone Nuclear Power Station. Fishers Island may become involved in secondary Accident Assessment. This involvement will sconsist of assisting sampling teams from New York State agencies.
Disaster Preparedness will be the Fishers Island coordinating
~
agency for the sampling of surface water and produce. Actual sample taking is performed by Accident Assessment teams from-the New York State Departments of Health, and Agriculture and
' Markets. The Chief Executive and the Electric Company President will help direct State personnel to sampling loestions.
B.
Notification and Communication The Disaster Preparedness Coordinator (DPC), or alternate, will be. notified of an accident at the Millstone Nuclear Power Sta-tien by the Chief Executive via telephone or personal contact and by 'radiopager from the Millstone Nuclear Fower Station. He will verify the message of Incident Classes Alert (Posture Code Charlie-One), Site Area Emergency, (Posture Code Charlie-Two) and General Emergency (Posture Codes Bravo or Alpha), by voice recognition or a return call to the Chief Executive.
If so instructed, the DPC will report to the Emergency Operations Center (EOC) at the Fire Station or to the alternate EOC at Fishers Island School. The DPC will maintain communications with Island response agencies, State agencies and neighboring towns by radio, telephone, personal contact or the Civil Preparedness Public Alerting System radio (located with the public alerting system encoder).
C.
Command and Coordination The DPC will coordinate the Island's radiological emergency responses under the command of the Chief Executive. Should outside assistance be required, the DPC,1f so authorized by the Chief Executive, will contact the Suffolk County Office of Emergency Preparedness. If additional aid is needed, the DPC will contact the New York State Office of Disaster Preparedness (ODP) via radio or telephone.
D.
Protective Actions The Disaster Preparedness Coordinator will assist the Chief Executive in determining the appropriate Protective Actions from the information received from the Millstone Nuclear Power Station and the New York. State ODP. He will also confirm key and support agency assignments for the recommended Protective Actions and coordinate the implementation of the emergency responses.

10/82 Fishers Island If Take Shelter or Evacuation is determined to be necessary, the DPC will coordinate the efforts of the Fire Department and the Resident State Trooper (RST)/ Constables in the supplemental notification of the public via mobile public address systems or direct contact. He will also advise the Chief Executive on the situation, and identify shelters, Host Communities and Evacua-tion methods to be used. The DPC will coordinate the activation of the predesignated Host Communities, in accordance with the Section 402 Common Procedures. The transportation resources of the School Department and the Ferry District will be utilized and coordinated through the DPC if Evacuation of the Island is necessary.
Working with the RST or Constables, the DPC will also coordinate the implementation of Access Control measures. Designated con-trol points are identified in the Fishers Island Standard Operating Procedures.
In the event that Food, Water, Milk, and Livestock Feed Control
. measures are determined to be necessary based on the assessments and recommendations of the New York State Health Department, the DPC will coordinate the interdictive controls ordered by the Chief Executive. The Chief Executive, or alternate Public Information Of ficer (PIO), will issue appropriate radio and television announcements, through the Media Center (the State of Connecticut Armory in Hartford), to advise the public of these controls.
The New York State PIO will be informed of any media release.
Prior to entering affected areas, Disaster Preparedness' emergency workers will obtain dosimeters from the EOC. They will report back to the EDC after being relieved of duty for a dosimeter readout and, if necessary, a thyroid scan.
Decontamination facilities for emergency workers will be available at the Fishers Island School. Equipment and vehicles will be decontaminated at the Fire Station.
In the event of Evacuation, predesigned monitoring and decontamination facilities will be available in the Host Communities.
E.
Parallel Actions In the event that a Protective Action is implemented, the DPC will assist the Chief Executive in determining the appropriate Parallel Actions. He will also confirm and coordinate key and support agency assignments for the recommended Parallel Actions.
These actions are specified in the 200 Series Agency Responsibility Matrix.
Disaster Preparedness, as the key agency for Radiation. Exposure Control, will assist the Chief Executive in determining the appropriate emergency responses for this function. The Radio-logical Defense Officer (RDO),'will be responsible for issuing 401.2-2 l

The RDO will coordinate the efforts of the support agencies identified in the 200 Series Agency Responsi-bility Matrix.
The status of these tasks will be reported to the DPC through the EOC.
Upon notification from the New York State ODP that Reentry and Recovery may be initiated, the DPC will verify this message and, if so authorized by the Chief Executive, will notify the Island's response agency heads. The DPC will coordinate the activities of the RST/ Constables and the support agencies in the efforts to return to normal conditions.

' Emergency Plan Maintenance The DPC is responsible for maintaining and updating the Fishers Island Radiological Emergency Response Plan and Standard Opera-ting Procedures.

Training, Drills and Exercises The DPC is responsible, under the direction of the Chief Execu-

Not'ification and Communication The Fire Chief or alternate, the Deputy Fire Chief, will be notified of an accident at the Millstone Nuclear Power Station via radiopager activated by the Millstone Nuclear Power Station; by radio, telephone or personal contact from the Chief Executive; or by the 24-hour communications system in Groton, Connecticut.
The Groton communications system will be notified by radiopager from the Millstone Nuclear Power Station. The Fire Chief will verify the message by voice recognition or a return telephone call.
The Fire Chief will contact the Chief Executive by radio, tele-1 phone, or personal contact and notify him of the accident (or confirm that the Chief Executive was notified by radiopager from the Millstone Nuclear Power Station). Also, if directed by the Chief Executive, the Fire Chief will instruct Communi-cations to notify the Island's other agency heads.
If so directed by the. Chief Executive, the Fire Chief will report to the Emergency Operations Center (EOC) at the Fishers Island Fire Station, or to the alternate EOC at the school.
The Fire Chief will notify Communications and instruct them to alert Fire Department and Emergency Medical Service personnel to respond as the situation warrants. The Chief will maintain

communications with Fire personnel by radio, telephone, or 4
i personal contact.
B.
Command and Coordination The Fire Chief will be in charge of the Fire Department /Emer-i gency Medical Service's radiological emergency response assign-i ments, and will coordinate assigned activities with the Disas-l ter Preparedness Coordinator.(DPC).

Protective Actions The Fire Department will be the key agency if either Take Shel-ter or Evacuation is implemented. Fire personnel will supple-ment the notification of the public of these actions, utilizing l

Emergency Medical Technicians (EMT's) will provide emergency medical care as required. If necessary, the Emergency Medical Boat will be used to transport injured persons to Lawrence and Memorial Hospital in New London, Connecticut, or to The William W.
Backus Hospital in Norwich, Connecticut, as the situation dictates. The Fire Department will provide transportation of any needed emergency medical supplies. The Fire Chief will notify the DPC, through the EOC, as assignments are completed.
I The Fire Department will support the RDO in Radiation Exposure Control by assisting in the establishment of emergency worker monitoring and decontamination centers at Fishers Island School and of equipment and vehicle decontamination facilities at the Fire Station,.as directed by the RDO. The Department will also aid in the decontamination of emergency workers, equipment and vehicles. Decontamination procedures are contained in Section 402. The Fire Chief will notify the DPC, through the EOC, as i
assignments are completed.
Fire Department personnel will support the RST/ Constables in Law Enforcement and Crime Prevention by aiding in the control of traffic. The Fire Chief will notify the RST or Constables, through the EOC, as assignments are completed.
If Take Shelter is implemented, the Fire Department's Social Services function, in performing a key role for this action, will consist of the transportation of food and necessary emergency supplies. The Public Health Nurses will support this effort as required. The Fire Chief will notify the DPC, through the EOC, as assignments are completed.

A.
Accident Assessment Civil Preparedness / Radiological Defense Officer (RDO) will be the Town coordinating agency for any sample collections made as a secondary Accident Assessment function. Accident Assessment teams from the Connecticut State Departments of Environmental Protection, Health Services, Consumer Protection and Agricul-ture will do the actual sample taking. The Director of Health and the Town Sanitarian are the key responding Town officials responsible for assisting the State teams by directing them to sampling locations. Collected samples will be analyzed by the State Department of Health Services.
B.
Notification-and Communication The Civil Preparedness Director (CPD) or alternate, the Assist-ant CPD, will be notified of an incident at the Millstone Nuclear Power Station, if necessary, by a telephone or radio call from the Montville Fire Dispatcher and by radiopager from the Millstone Nuclear Power Station. Following initial notifica-tion of an Incident Class Alert (Posture Code Charlie-One),
Site Area Emergency (Posture Code Charlie-Two), or General Emergency (Posture Code Bravo or Alpha), the CPD will verify the message received by voice recognition or a return call to the Fire Dispatcher.
If so instructed, he will report to the Montville Emergency Operations Center (EOC) at the Montville Fire Station (or to the alternate Town EOC at Montville High School). The CPD will notify, by telephone, the Senior RDO or an alternate RDO.
Verification of this message will be by voice recognition or return telephone call. The RDO will also report to the Town EOC as directed.
If it is determined that Take Shelter or Evacuation is neces-sary, the CPD, under the direction of the First Selectman, will notify the Office of Civil Preparedness (OCP) Area Coordinator, the American Red Cross, and the Salvation Army, as necessary.
These agencies will be requested to assist in the establishment of Town shelters and in the provision of medical services.
Communications will be maintained by the CPD with local agen-cies, neighboring towns, the State Area Coordinator and other State agencies utilizing the radios, telephones and the Civil Preparedness Public Alerting System radio (located with the public alerting system encoder) located in the Montville EOC.
The CPD will also provide appropriate information to the First Selectaan, or designated Public Information Officer (PIO), for the preparation of media releases.

Protective Actions The CPD will assist the First Selectman in determining the appropriate Protective Actions based on information from the Millstone Nuclear Power Station and the State EOC. He will also confirm key and support agency assignments for the recom-mended Protective Actions, and will coordinate the implementa-tion of emergency responses.
If Take Shelter or Evacuation is determined to be necessary, the CPD.will coordinate the efforts of the Fire Departments, the Resident State Trooper / Town Constables, and the Parks and Recreation Department in notifying the public in specified affected areas by public address systems or direct contact.
The CPD will also assist the First Selectman by identifying the Host Communities and routes to be used in case of an Evacua-tion. The Host Communities and routes are identified in the Section 402 Common Procedures and public information materials.
The CPD will coordinate the activation of the Host Communities through the State EOC. The Superintendent of Schools, the Directors of the Ambulance Services and the Public Works Director will provide public transportation for evacuees as necessa ry.
Working with the Resident State Trooper / Town Constables, which is the key Town agency for Access Control, the CPD will also ensure that Access Control measures are adequate. Access Control points are identified in the Town's Standard Operating Procedures.
In the event that Food, Water, Milk and Livestock Feed Control measures are determined to be necessary, based on the recommen-f dations of the State Department of Environmental Protection, the CPD will inform the Director of Health and Town Sanitarian that these interdictive controls should be implemented. The First Selectman, or designated PIO, will issue radio and television announcements in coordination with the State EOC through the Media Center (the State Armory, 360 Broad Street, Hartford) to advise the public of these controls.

Accident Assessment The Director of Health / Town Sanitarian is the key Town agency for secondary Accident Assessment. The Director of Health and the Town Sanitarian, if directed by the First Selectman, will provide assistance such as information necessary to direct personnel from the State Departments of Environmental Protec-tion (DEP), Health Services, Consumer Protection ind Agricul-ture's Accident Assessment teams to sites for food, water, milk and livestock feed sampling.
Collected samples will be ana-lyzed by the State Department of Health Services.
B.
Notification and Communication The Director of Health or alternate, the Town Sanitarian, will be notified of an incident at the Millstone Nuclear Power Station, if necessary, by the Fire Dispatcher via telephone or personal contact. Following notification, the Director of Health will verify the sessage by voice recognition or a return telephone call.
Following notification, the Director will report to the Town Emergency Operations Center (EOC) at the Montville Fire Sta-tion, or to the alternate Town EOC at Montville High School, if so directed. The Director will contact the Town Sanitarian by telephone or personal contact and will alert him as the situa-tion warrants.
The Director will maintain communications with the Town Sanitarian by telephone or personal contact.
C.
Command and Coordination The Director of Health will be in charge of the Health agency's emergency response assignments, and will coordinate assigned activities with the Civil Preparedness Director (CPD). The Director will represent the agency at the Town EOC.
D.
Protective Actions The Director of Health / Town Sanitarian is the key Town agency for Food, Water, Milk, and Livestock Feed Control measures.
The Director of Health, with guidance from the State DEP, will be responsible for locating contaminated foods and controlling their distribution, if necessary. The First Selectaan, or

If Take Shelter or Evacuation is necessary, the CPD will j
i coordinate the efforts of the Resident State Trooper-(RST/ Town Constables and Fire Departments in the deployment of their personnel and resources to complete the notification of the affected public by public address systems or direct contact.
The CPD will also advise the First Selectman on the situation, and will identify nearby Host Communities and the recommended i
routes to be used in the Evacuation process. The CPD will coordinate the mobilization of the predesignated Host Communities through the State EOC, and of public transportation resources through the East Lyme Board of Education. These routes and Host Communities are identified in the Section 402 Common Procedures and public information materials.

If necessary, a Town Const-able will also be assigned to help the CPD issue dosimeters to other emergency workers from the Town EOC.
The RST/ Town Constables will further support Civil Preparedness in this function by keeping exposure records for police person-nel in conjunction with the Fire Departments, and by directing emergency wort?rs to readout stations and decontamination centers. The RST will coordinate assigned activities with Civil Preparedness, the Fire Departments, the Highway Depart-ment, and the Board of Education. To support Civil Preparedness in Radiation Exposure Control, one individual from each Firehouse will be assigned to issue dosimeters to Fire personnel prior to their entering the affected area, and to maintain exposure records on all Depart-ment personnel. The Fire Departments will also assist Civil Preparedness and the Board of Education in' establishing decon-tamination centers for emergency workers at the schools.
In addition and in conjunction with the Highway Department, the Fire Departments will establish decontamination centers for emergency workers, equipment and vehicles at the Firehouses in Niantic and/or Flanders. A trained monitor will assist in establishing these centers.
The Fire Departments will further support. Civil Preparedness in l
s Radiation Exposure Control by monitoring emergency workers.
l Trained Fire Department monitors will be deployed to the monitoring stations with monitoring kits. The Emergency Dispatcher at the Town of Groton's Emergency Dis-patch Center will be notified of an incident at the Millstone Nuclear Power Station by radiopager activated from the Mill-stone Nuclear Power Station. This radiopager will be activated 7
1 for Nuclear Incident Classes Unusual Event (Posture Code i
I Delta-One or Delta-Two) Alert (Posture Code Charlie-One), Site Area Emergency (Posture Code Charlie-Two) or General Emergency

(Posture Code Bravo or Alpha). The radiopager system is a 24-hour system.
The Emergency Dispatcher will make a return telephone call to r
the Millstone Nuclear Power Station in order to receive addi-tional information and to' acknowledge receipt of the informa-I tion. From this information the Emergency Dispatcher will fill out'an Incident Report Form.
The Town Manager will also be notified by radiopager from the i
Millstone Nuclear Power Station. After the Emergency Dispatch-er has verified the information, the Emergency Dispatch Center will also make a telephone call to the Town Manager to verify his receipt of the notification, provide him with additional i
.information and receive further instructions.
In the event that the Emergency Dispatcher cannot reach the Town Manager, i

10/82 Town of Groton The Emergency Dispatcher will also notify, as appropriate, Sub Base Command Duty Officer or Sub Base Group Two Duty Officer, the Submarine Base Fire Department, Electric Boat Ambulance and Fire Department, Pfizer Ambulance and Fire Department, Groton-New London Airport Tower Control and Fire Department, Stoning-ton Emergency Dispatch Center, Pequot Medical Treatment Center and the Submarine Base Medical Center, by dedicated telephone line, standard telephone or radio.
The Emergency Dispatch Center is the key Town Agency for all emergency communications in the Town. As the receipient of all 911 Emergency Telephone Number Calls, the Emergency Dispatch Center will coordinate the dispatch of Town emergency units in response to public calls for emergency assistance.
The Emergency Dispatch Center is also in direct radio communi-cation with all fire and ambulance units in Groton and the sur-rounding areas, as well as with the Town Public Works units and City of Groton Utilities' units. The Emergency Dispatch Center also has dedicated telephone (landline) communication circuits with all of the Fire Stations, Ambulance station and Police Departments in the Town and City of Groton, as well as the Ston-ington Emergency Dispatch Center, the Pequot Medical Treatment Center, the Submarine Base Medical Center, and the Groton-New London Airport Control Tower. The Emergency Dispatch Center also has radio communications with the State Office of Civil Preparedness Area Coordinator in Colchester.
Therefore, the Emergency Dispatch Center will serve as the com-munications center for the implementation and coordination of the actions of the emergency units, as directed by the Town Manager and City Mayor, and will keep the City and Town EOC staffs informed of the current status of all units' operations.
The Emergency Dispatch Center will also serve as the vehicle through which the Town Manager and the CPD at the Town EOC will issue orders to the various uaits operating in the Town. The Emergency Dispatch Center will also keep the City Mayor and City CP Coordinator informed of the actions of the fire and ambulance units and relay orders from the Mayor to these units.
B.
Command and Coordination If necessary, the Chief Dispatcher will represent the Emergency Dispatch Center at the Town Emergency Operations Center (E0C) at the Town Police Station or the alternate Town EOC at the City of Groton Municipal Building, and will assist the Town Manager and CPD in determining the actions of the Emergency Dispatch Center in support of the appropriate Protective and Parallel Actions. The Chief Dispatcher will be in charge of the Emergency Dispatch Center's operation, and will utilize its communications capabilities in the coordination of the emergen-

The Town and City Fire Districts / Department, in conjunction with the Town Health Department, will implement Radiation Expo-sure Control by monitoring Fire personnel and reporting the data to the Town Health Director and City Fire Chief.
In addi-tion, Town and City Fire personnel will assist in establishing decontamination center at the Town Public Works Garage, and in the radiological decontamination of emergency workers, equip-ment, and vehicles. Equipment and vehicles may also be decon-taminated at the City Public Works Garage. The Fire Chiefs will coordinate their assigned activities with the Health Depart-ments, the Public Works Departments, the School Department, Groton Utilities (City Water Department) and the Recreation Departments. Monitoring, decontaminating and record keeping procedures are presented in the Section 402 Common Procedurer.

Accident Assessment The Health Departments are the key agencies for secondary Acci-dent Assessment tasks. Town and City Health Department person-nel will assist the State Departments of Environmental Protec-tion, Health Services, Consumer Protection and Agriculture's Accident Assessment teams in the sampling of Town water sup-plies and any dairy or produce farms which might exist at the time of the accident. The Town and City Health Departments will be assisted in these secondary Accident Assessment opera-i tions by Groton Utilities (City Water Department), the South-

east Water Authority and the Connecticut American Water Con-pany. All samples taken by Town personnel will be turned over to the State Accident Assessment teams for analysis by the State Department of Health Services in Hartford.
The Town and City Health Directors, the Town Manager, the City Mayor, the Town Civil Preparedness Director (CPD), and the City Civil Preparedness (CP) Coordinator will consult with the State Emergency Operations Center (EOC) staff, State Department of Envi-ronmental Protection, and the Millstone Nuclear Power Station to determine the appropriate Protective Actions for the Town and City of Groton. The State EOC is in the State Armory, 360 Broad Street, Hartford.

Following notification, the Health Director will verify the message by a return telephone call or voice recognition.
The Health Director, if so directed, will report to the Town EOC at the Town Police Station, or to the alternate Town EOC at the Groton City Municipal Building, to be briefed on the situa-tion and alert his personnel to stand by. A.
Accident Assessment Civil Preparedness will be the Town coordinating agency for any sample collection performed by the Town as a secondary Accident l
Assessment task. The Civil Preparedness Director (CPD) will coordinate the deployment of Ledyard's personnel in this activity. This will support the efforts of the State Depart-ments of Environmental Protection, Consumer Protection, Health The Services, and Agriculture's Accident Assessment teams.
i Director of Health, as head of the key responding Town agency responsible for. sample collection (i.e., food, water, milk and/or livestock feed), will support the CPD in this function.
Additional support will be provided by the Southeast Regional Water Authority and the private water companies.
B.
Notification and Communication-s The CPD or alternate, the Mayor or the Mayor's Administrative Assistant, will be notified of an incident at the Millstone Nuclear Power Station by radiopager from the Millstone Nuclear Power Station or, a telephone call or personal contact from the Mayor. Following notification of a Nuclear Incident Class Alert (Posture Code Charlie-One), Site Area Emergency (Posture Code Charlie-Two), or General Erergency (Posture Codes Bravo or 4
Alpha), the CPD will verify the message by voice recognition or i\\
a return telephone call.
If so directed or in the event of Posture Code Charlie-Two, Bravo or Alpha, the CPD will report to the Town Emergency Operations Center (EOC) at the Ledyard High School or to the alternate Town EOC at the Ledyard Center Fire Station. If it is determined that only Take Shelter is required and upon authorization from the Mayor, the CPD will notify the Office of Civil Preparedness (OCP) Area Coordinator by telephone or the Resident State Trooper's radio and the local Chapters of the American Red Cross and the. Salvation Army by telephone or personal contact, as necessary, to inform them that their assistance will be needed for the establishment of l
Town shelters and the provision of medical services for the transient population or special needs residents.
t If Evacuation is selected as the Protective Action, the CPD will coordinate key agency assignments for the supplemental notification of the public. The CPD will also ensure that the State EOC has been notified (through the OCP Area Coordinator) to contact the predesignated Host Communities as specified in the Section 402 Common Procedures.
The CPD will utilize radios, telephones, and the Civil Preparedness Public Alerting System radio (located with the public alerting system encoder) within the Ledyard EOC to maintain communications with Town agencies, contiguous towns, the State Area Coordinator and other State agencies. The CPD will also provide appropriate information to the Mayor or designcted PIO for the preparation 401.2-1

Communications with the media will be coordinated with the State EOC through the Media Center at the State Armory in Hartford.
C.
Command and Coordination The CPD will coordinate the emergency responses of the Town from the Ledyard EOC.
If necessary and as directed by the Mayor, the CPD will request assistance from other towns.
If additional assistance is required, the CPD will contact the State EOC in the Hartford Armory by radio or telephone through the OCP Area Coordinator. This applies to assistance beyond that already covered under existing mutual aid agreements (i.e., Mutual Aid).
D.
Protective Actions The CPD will assist the Mayor in determining and implementing the appropria'e Protective Actions based on information from the Millstone Jaclear Power Station and the State EOC. The CPD will also confirm key and support agency assignments for the recommended Protective Actions in the affected areas, and will coordinate the implementation of the emergency response.
If Take Shelter or Evacuation is necessary, the CPD will coordinate the efforts of the Fire Department / Fire Police, and Resident State Trooper (RST)/ Town Constables in deploying their i
resources to specified affected areas so that notification of the public can be completed via public address systems or direct contact. The CPD will also advise the Mayor on the situation and will identify the Host Communities and routes to be used in the Evacuation process. These Host Communities and routes are identified in the Section 402 Common Procedures and public information materials. The CPD will coordinate the activation of the predesignated Host Communities through the State EOC, and of public transportation resources for special needs residents through the local bus company.

Working with the RST, the CPD will also ensure that the Access Control operations are instituted as necessary. Access Control points are identified in Ledyard's Standard Operating Proce-dures.
In the event that Food, Water, Milk, and Livestock-Feed Control is determined to be necessary based on the recommendation of the State Department of Environmental Protection and following authorization f rom the Mayor, the CPD will inform the Ledyard Health Department to implement such controls as necessary to ensure public health. Appropriate media releases will be coordinated through the Media Center.
The Civil Preparedness staff will obtain dosimeters from the Town EOC prior to entering the affected areas. They will report back to the Town EOC immediately after being relieved of l

Decontamination facilities for emergency workers will be established at the High School. Equipment and vehicles will be decontaminated at the Fire Stations.
E.
Parallel Actions The CPD will assist the Mayor in determining which Parallel Actions to implement. The CPD will also confirm key and support agency assignments for the recommended Parallel Actions as specified in the 200 Series Agency Responsibility Matrix, and will coordinate the implementation of these actions. These actions may include Emergency Medical Services, Radiation Exposure Control, Law Enforcement and Crime Prevention, Social Services, Public Health and Sanitation, Fire and Rescue, and Recatry and Recovery.
k' Civil Preparedness is the key Town agency for Radiation Expos-ure Control and Reentry and Recovery operations. The CPD, supported by the RST/ Town Constables, Fire Department / Fire Police, and Health' Department, will measure and record emer-gency worker exposure. Permanent exposure records will be maintained by the Director of Health and turned over to the State Department of Health Services. -The CPD will also issue dosimeters from the Town EOC to all Town emergency workers who may enter the affected areas.
The CPD will coordinate with the

Notification and Coannunication The Fire Chief or alternate, the Deputy Chief, will be notified, if necessary, of an incident at the Millstone Nuclear Power Station by telephone or radio call from the Fire Dispatcher.
The Fire Dispatcher is notified by the Police Dispatcher via a dedicated telephone line. Following notification, the Fire Chief will verify the message by voice recognition or by a return telephone or radio call to the Dispatcher.
The Fire Chief, if so directed, will report to the City Emergency Operations Center (EOC) at the Police Station, or to the alter-nate City EOC at Fire Headquarters, to be briefed on the situation.
If authorized by the City Manager, the Fire Chief will direct the Fire Dispatcher to notify Fire Department personnel by radio or telephone to go on a standby status or to report to their duty stations. The Fire Dispatcher will notify the Lawrence and Memorial Hospital to take Protective Action as necessary.
Communications will be maintained with Fire Department personnel by radio or telephone.
B.
Command and Coordination i
The Fire Chief will be in charge of the Fire Department's emergency response operations. The Chief will coordinate assigned activities with the Civil Preparedness Director (CPD).
C.
Protective Actions The Fire Department will support the Police Department in Take Shelter, Evacuation, and Access Control actions by assisting in the notification of the public of the appropriate action via the mobile public address systems. The Fire Department will support the Police Department in Access Control by providing an additional workforce, if available. The Fire Chief will coordinate assigned notification activities with the Police Department and Ocean Beach Park personnel. Access Control tasks will be coordinated with the Police Department, the Department of Public Works and Utilities, the Building Department and, if necessary, the Connecticut State Police. The Police Chief will be notified, through the City EOC, as assignments are completed.
Fire personnel will obtain dosimeters from the Fire Depart-ment's Radiological Defense Officers (RD0s) at their Firehouses prior to entering the affected areas. They will report back to their Firehouses immediately after being relived of duty for a dosimeter readout and, if necessary, a thyroid scan.

10/82 New London Decontamination facilities will be available at the Public Works Complex, on Lewis Street for emergency workers and at the Jennings School for equipment and vehicles.
In the event of an Evacuation, decontamination and monitoring facilities will be available at predesignated locations in the assigned Host Community.

Parallel Actions The Fire Department is the key City agency for Emergency Medical Services and will be responsible for providing emergency medical aid and transporting the injured or contaminated to the Lawrence and Memorial Hospital. The Fire Chief will notify the City Manager through the City EOC as assignments are completed.
The Fire Department is the key City agency for Radiation Exposure Control. The Fire Department's RD0s will issue dosimeters to all City emergency workers at the staging area prior to their entering the affected areas. The emergency workers will report back to the staging area immediately after being relieved of duty for a dosimeter readout and, if neces-sary, a thyroid scan.
In addition, Fire Department personnel will establish monitoring locations and a decontamination center for emergency workers at and for equipment and vehicles at the Public Works Complex.
They will direct the decontamination of equipment and vehicles.
Monitoring and decontamination procedures are contained in Section 402. The Fire Department's RDOs will be supported by the Department'of Public Works and Utilities in the decontami-nation of equipment and vehicles; the Building Department will provide support in the decontamination of emergency workers; and the City's Public Health Department will provide support by keeping records. The Fire Chief will notify the City Manager, through the City EOC, as assignments are completed.
The Fire Department is also the key City agency for Fire and Rescue operations. The Fire Department will be supported in these actions by the Police Department and the Department of Public Works and Utiliti~es. The Fire Chief will notify the City Manager, through the City EOC, as assignments are completed.
The Fire Department will also support the City Manager in Reentry and Recovery procedures by providing traffic control.
The Fire Chief will coordinate assigned traffic control activitjes with the Police Department and Connecticut State Police. The Chief will notify the City Manager, through the City EOC, as assignments are completed.

The Public Health Department will support the Welfare Depart-ment in the provision of Social Services as required. The Health Director will coordinate Social Service activities with the Welfare, School', and Parks and Recreation Departments. As assignments are completed, the Health Director will notify the Welfare Director through the City EOC.
The Public Health Department, as the key City agency for Public Health and Sanitation, will provide medical treatment at its clinics, work with the State Department of Health Services to ensure follow-up care to those emergency workers who may have exceeded allowable exposure levels, and maintain sanitary conditions in the affected areas. The Department of Public Works and Utilities will provide sanitation services. The Health Director will notify the CPD, through the City EOC, as assignments are completed.
