U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555 Millstone Nuclear Power Station, Unit Nos.1,2, and 3 This letter is to acknowledge the NRC's conditional approval of Little Harbor Consultants, Inc.
(LHC) as the independent, third-party oversight program (ITPOP) organization which will oversee the implementation of the NNECO comprehensive plan for the Millstone site. LHC will provide an executed Certification of Financial Independence to NNECO for transmittal to the NRC, as required by your letter of April 7,1997.
LIIC is continuing to develop background information and gather data which will support the development of the ITPOP Oversight Plan required by the October 24,1996, NRC Order to NNECO. These activities include contacting various stakeholders, including members of the public, NRC staff members and utility personnel. These contacts are being made to provide input to LHC regarding the stakeholder's expectations of the oversight program and to assist LHC in developing a communications protocol which will serve the needs of all the stakeholders. The communications protocol will be delineated in the Oversight Plan. In accordance with the terms of the Order, we will submit the Oversight Plan to the NRC no later than May 7,1997.
