The ASME Committee has recently approved an alternative rule to the NCA-8230, by approving ASME Code Case N-412 (attached).
This code case is not included in NRC Regulatory Guide '1.84 however, the Vogtle Project desires to take advantage of the subject code case.
It is therefore, respectfully requested that your staff review the subject code case.
Should your staff approve the use of this code case, Georgia Power Company would implement its provisions in the design and construction of the Vogtle Project and will be documented in a future Amendment of the FSAR.

CASE 412 - ALTERNATIVE RULES FOR WITNESSING THE PIPING SYSTEM PRESSURE TESTS OF SECTION III, DIVISION 1, CLASS 1,
- 2 AND 3 PIPING SYSTEMS INQUIRY: Under what alternative rules to NCA-8000 may the N Certificate Holder having overall responsibility for the piping system accept the performance and witnessing of the piping system pressure tests conducted by an NA Certificate Holder for Section III, Division 1, Class 1, 2 and 3 piping systems?
REPLY: It is the opinion of the Committee that the N Certificate Holder having overall responsibility for the piping system may accept the performance and witnessing of the piping system pressure tests conducted by an NA Certificate Holder for Section III, Division 1, Class 1, 2 and 3 piping systems provided the following conditions are met:
1.0 The N Certificate Holder retains the responsibility for the pressure tests.
2.0 The N Certificate Holder's quality assurance program (NCA-4000) described the controls for his acceptance of the NA Certificate Holder's performance of the pressure tests.
3.0 The NA Certificate Holder performing the pressure test shall have a quality assurance program which includes provis.:ns for test control as required by NCA-4134.11.
4.0 The Authori:ed Nuclear Inspector for the NA Certificate Holder per-forming the pressure tests shall witness the pressure test.

.The NA Certificate Holder performing the pressure tests and his Authori:ed Nuclear Inspector shall certify Code conformance of the pressure tests on an N-S Data Report Form. The NS Data Report shall indicate under remarks that the piping system pressure test was performed by the NA Certificate Holder.
6.0 Witnessing of the piping system pressure tests by the N Certificate Holler or his Authori:ed Nuclear Inspector is neither required nor pronibited.
7.0 All other applicable requirements of Section III, Division 1 shall be met.
8.0
. The case number shall be shown on the Data Report for the piping system.
