RIVER BEND STATION, UNIT 1 - RELIEF REQUEST PRR-006 FOR THE PUMP AND VALVE INSERVICE TESTING PROGRAM - RIVER BEND STATION, UNIT 1 (TAC NO. M97705)

Dear Mr. McGaha:

1 By letter dated December 30, 1996, Entergy Operations, Inc. (E01) requested l

' relief from the vibration measurement requirements of OMa-1988, Part 6 (0M-6),

Paragraph 4.6.4(b), for the standby service water pumps and the diesel fuel oil transfer pumps. Paragraph 4.6.4 requires that vertical line shaft pump measurements shall be taken on the upper motor bearing housing in three orthogonal directions, one of which is the axial direction. Access to the upper motor bearing housing for both the standby service water and diesel fuel oil transfer pumps is impaded by housing covers on all severi pumps. E01 proposed to take vibratior, measurements in three orthogonal directions in a location that provides valid indication of motor vibratory motion in close proximity to the upper motor bearing housing. The E0I request is on the basis that it would be a hardship without a compensating increase in safety for the

licensee to modify the pump to perform the vibration measurements if there I were comparable locations on the pumps to collect vibration data.

The staff has completed its review of E01's request to take vibration l measurements in close proximity to the upper motor bearing housing to meet the l

requirements of OM-6, Paragraph 4.6.4(b), for the standby service water pumps I

and the diesel fuel oil transfer pumps. Our Safety Evaluation is enclosed. /

We agree that the locations for taking vibration measurements provide a /

reasonable assurance of operational readiness. Therefore, relief is granted / /

pursuant to 10 CFR 50.55a(3)(ii) based on the determination that the
