SUBJECT:

Implementation of Enhancements to Severe Accident Management Capability The Reference 2 letter provided plans for implementation at Fort Calhoun Station (FCS) of the formal industry position on severe accident management by Omaha Public Power District (0 PPD) as follows:

.. 0 PPD intends to complete the assessment of severe accident management capabilities and make any identified enhancements by July 1,1997. This uate is continge. on our review of the final owners group and INPO products.

OPPD has participated in development of the ABBICE Owners Group Accident Management Guidelines.

OPPD also plans to use insights from the Fort Calhoun Station IPE and IPEEE, including detailed Level 2 and level 3 analyses, as part of the plant-specific enhancement process.

OPPD has integrated insights gained from the FCS IPE and IPEEE into plant Emergency Operating Procedures and the Emergency Plan Implementing Procedures. However, because of delays in issuance of the final owners group and INP0 products, resource limitations, and priority of other work, OPPD must delay full implementation of enhancements to severe accident management capability until no later than December 31, 1998.
