SUBJECT:
USE OF NRC'S TECHNOLOGY CENTER

This provides requested information in order for you to respond to the Chief Information j
Officer's memorandum on the above subject dated April 7,1997. The Office of State Programs (OSP) has a continuing interest in technical advancements that promote and improve the flow and availability of information to the States and the public. Successful mission accomplishment requires the rapid distribution of programmatic, technical, training and event information to States.
Over the last several years, IRM's Technology Assessment Staff and the Technology Center have provided expert advice on using new forms of information technology to l
improve OSP's communication efficiency and effectiveness. The use of these resources 4
j has aided in developing the idea of an OSP organizational web site and a list server. Both
' the web site and the list server are key components of this Office's initiative to improve communications with the States and the public. Neither would have been possible without j
the assistance, advice, and support of the Technology Assessment Staff and use of the Technology Center. The Center's " test bed" environment provides all the resources to i
evaluate the effectiveness of present and developing technologies. It also gives us the j
opportunity to easily exchange information with others both inside and outside the Agency.
This collaboration permits the development of a consistent approach to information e
integration. The long term benefit to the Agency's Agreement State Program will be l
continued progress toward a national regulatory environment for the material's program, i
)
Additionally, OSP has used the facilities of the Technology Center to enhance several meetings we have presented in the NRC auditorium. These presentations would not have been nearly as successful without the support provided by the Technology Assessment Staff and the Center's equipment. For example, OSP's web site was demonstrated, j
including how that site can be used to obtain technical information from national radiation safety related data bases, such as the one for sealed sources and devices.
I Our future interests are in three areas: video conferencing, and digital imaging and collaborative tools. We have used video conferencing in the past and have been pleased i
with the results. We observed an improved video conference capability during a recent j
i tour of the Technology Center and we are planning to use this technology in the future.

Future uses of video conferencing are meetings with Agreement State Program Directors,
/
representatives of the Organizaticn of Agreement States, IMPEP Management Review i
Board Meetings, and NRC-Agreement State working groups. The use of video
]
conferencing will also be addressed to determine if it can improve the efficiency and ew m nm u c.,

effectiveness of Agreement State training. The development and use of collaborative tools will help improve many products we produce. For example, a team conducts an IMPEP -
review. The members of the team may be from various Headquarters Offices, Regional Offices and from Agreement States. The use of collaborative tools will enable the team to l
complete the IMPEP report faster. The use of collaborative tools will also help j
management keep abreast of the team's work and allow earlier management involvement j
in the report. We are examining digital imaging capabilities for their potential use in events and other situations where pictures can clarify or enhance knowledge of those involved in i
the activity. An example would be the use of digitalimages of a transportation accident I
that an Agreement State, using the,Internet, feeds directly to NRC. At this time, a large share of one FTE within OSP is dedicated to the development and sustainment of information technology to support improved communications with the States and the public. Because of the small size of OSP, the Center provides a unique value to this office permitting optimum staff use within our office. Maiittaining the Center as an agency l

inside and outside the Agency. Should there be a significant change from utilization of the j.
Technology Assessment Staff and/or the Technology Center, OSP may have to allocate l
additional FTE within our office and consider possible funding for the assessment and l
development of emerging technology to meet future requirements.
