Attachment A provicbs a statement of the identified condition and a brief description of our planned actions to correct the identified deficiency.

Based on the construction status at WNP-1, the Supply System.

will not be able to issue a final report at this time.

. GT S'IRUDL is a canned co:puter program (marketed by Control Data Corporation and supported by Georgia Institute of Technology) that may be used for i

structural and support analyses.

United Engineers & Constructors (UESC), as the architect engineer for the hNP-1 & 4 Projects, recently notified the i

Supply System that there is a defect relatcrl to an error in the program.

his defect has been reported to the NRC as a 10CFR Part 21 deficiency by UE&C.

It was initially-found on the Public Service Ccupany of Ncw IIanpshire Seabrook Station.

We defect was found during performance of an analysis check on a previously capleted Duct Support using the GT S'IRLDL Program. An error was discovered in the section of the program that calculates frequencies using the Rayleigh Quotient bbthod.

As a result, support designs which use the Rayleigh Frcquencies. to select seismic design loads are considered suspect and must be i

reevaluated.

ANALYSIS OF SMTPY INLICATION -

Bascd on the error in the program, structural and support analyses used for WNP-1 & 4 cbsign may be inadequate, which could lead to failure of safety related colponents.

CAUSE N IEFICIDCY As reported in the 10CFR Nrt 21 notification, attenpts to isolate the error condition to a unique set of circumstances has been unsuccessful. No further infortnation regarding the cause of the deficiency has been received fran j

OCERICTIVE ACTION i

We GT STRUDL Program was used by UE8C in the design of pipe supports' and duct supports.

Prior to discovery of 'this deficiency,- UE&C had decided to discontinue use of GT STRUDL for pipe support design. As a result, all pipe support final cbsigns will be reverified using a different analysis program.

We section of the program which is in error was not applied in the design of duct supports.

%e Supply System is also concerned that many of our equipnent suppliers may have used GT STRLDL.

To eliminate this concern, a review of applicable vendors is being performed.- To date, no other users of the GT S'IRUDL program have been ichntified.

Based on the corrective actions described above, no further action is required unless an equipnent supplier used the deficient program.

If this program was used, the cbsign for that particular item or group of items will require reverification.

ICTION 'IO PREVDir RECURRDCE Inplementation of the above corrective actions will assure that analysis wrk which used GT STRtDL is adequate to support the cbsign. GT STRI.0L will not be used until the program has been revalichted.
