I invite you to attend the next meeting of the ISCORS Sewage Subcommittee to be held on April 24, 1997, from 9:00 a.m. to noon.

The meeting will be held at the U.S. Environmental Protection Agency, 501 3rd Street, N.W., Washington, DC in the sixth floor Conference Room. Sewage Survey POTW Guidance Document Summary:

Phyllis Sobel distributed the first few public comments on the January 6, 1997 Federal Register notice on the survey.

These comments will be addressed in the next Federal Register notice on the survey, which will be published this Spring. The public comments will also be considered in the development of the guidance document.

ORISE and NAREL reported on the analyses of the samples from the POTW test sites. The gamma spec analyses are mostly complete and the results from the two labs are reported to be comparable. ORISE has also completed the corresponding gross alpha, gross beta, and Carbon-14 analyses. No elevated levels of radionuclides have been found. The labs expect the analyses to be complete by the end of April.

We may decide to drop the Carbon-14 analyses in the survey because NAREL does not currently have the capability to analyze Carbon-14 and ORISE has not found Carbon-14 in the samples from the test sites.

Bob Bastian proposed that the labs accept additional samples for analysis from three DOE sites associated with three of the test P0TWs.

i Mary Wisdom circulated a revised Quality Assurance Project Plan to the subcommittee members on March 5.

The subcommittee members will give her comments on the document by March 21, so the document can be revised by March 28.

NRC has developed lists of NRC licensees associcted with the test sites from the zip code information in the questionnaire responses.

Similar lists are being developed for the Agreement State licensees.

Phyllis Sobel has begun drafting the report on the test sites, except for the section on analysis of the test samples.

She will circulate the draft report to the subcommittee members so they can assess the completeness of the document.

The subcommittee discussed the March 1997 draft of the guidance document.

Comments from the subcommittee members are due March 21. Then the draft guidance will be revised and sent to the NRC Agreement States and industry for their comment.

The subcommittee is concerned about the lack of progress in developing dose modeling for sludge and ash at NRC/RES.

RES has not yet begun the dose modeling, which will form the basis for (1) a table of acceptable concentrations of radionuclides in sludge and ash in the guidance document and 1

(2) a determination of whether the sewer survey results show elevated 1

concentrations.

Bob Bastian is considering including Mark Miller, a health physicist associated with the Albuquerque POTW, in a future subcommittee meeting, because he has field experience and has calculated doses associated with sludge at the Albuquerque POTW.

The next meeting will be on April 24 at EPA. At this meeting we will discuss the lab's results on the test sites, the first draft of the report on the test sites, the next Federal Register notice on the survey, and dose modeling.

Action items:

1.

ORISE and NAREL will compare their results and consider the format for reporting the data to the subcommittee.

2.

The subcommittee members will give Mary Wisdom comments on the QAPP by March 21, so the document can be revised by March 28.

3.

Phyllis Sobel will circulate a draft of the report on the test sites to the subcommittee by March 21.

4.

The subcommittee will submit comments on the guidance document to Phyllis Sobel by March 21.

Then she will revise the guidance and forward it to the NRC Agreement States for their comment.

Phyllis Sobel will draft the second Federal Register notice on the survey.

6.

Mary Wisdom will send Bob Neel decision trees with modifications proposed by NAREL and reviewed by Neel before publication in the QAPP.
