OCT 101985 MEMORANDUM FOR:

Robert M. Bernero, Director Division of Systems Integration James P. Knight, Acting Director Division of Engineering William R. Russell, Acting Director Division of Human Factors Safety FROM:

Hugh L. Thompson, Jr., Director Division of Licensing

SUBJECT:

GROWING BACKLOG AND RATE OF INCREASE IN UNFINISHED TASK INTERFACE AGREEMENTS (TIAs)

As you know, since 1982 NRR has been providing Technical Assistance in the form of TIAs to other NRC offices and specifically to the various Regions upon request. NRR activities relating to the TIA program are managed by the Division of Licensing.

Division of Licensing has recently initiated a program of periodically checking on the status of TIAs and from our findings I believe additional management attention is urgently needed to complete review actions required by TIAs.

Attached is a complete listing of the outstanding 179 TIAs, latest anticipated completion dates, responsible review branches, and Project Managers. This list, now standing at 179 open TIAs, has increased by 20 since July and by 50 since January 1985. Furthermore, our completed actions for the past 6 months has been limited to 3 and nearly half of the TIAs are over 2 years old.

While I recognize that other work may be of a higher priority, I belive we should increase our awareness of this area and attempt to reduce the overall backlog.

Should you need further clarification of the attached, please call Jim Miller of my staff (x29605).
