REPORT ON THIRD MEETING TO DISCUSS DOE'S UMTRAP DESIGN PROCEDURES MANUAL AND NRC'S STANDARD REVIEW PLAN ON GE0 TECHNICAL STABILITY The DOE and its contractors, TAC (Technical Assistance Contractor, Jacobs Engineering) and RAC (Remedial Action Contractor, Morrison-Knudsen Engineers),

are developing an UMTRAP Design Procedures Manual. Although the Design Manual is a DOE product, the NRC is participating in the group so that the NRC's interpretation of the UMTRA Regulation (40 CFR Part 192) and review procedures are considered in developing the design manual. The DOE / TAC /RAC team is divided into four groups; Group II is addressing the geotechnical stability aspects of the design manual.

A preliminary meeting was held at the offices of NRC, Willste Building, Silver 3

Spring, Maryland, on July 2, 1985, during which the draft of the Design Manual and NRC's standard review plans were provided to all members for reviewr Subsequently, informal comments (noted in the margin) were exchanged among the participants. A second meeting was held on' August 6, 1985, at the office of Morrison-Knudsen Engineers in San Francisco, during which discussions of NRC's SRP and TAC /RAC's drafts of Design Manual were reviewed and discussed.

It was agreed to hold the next (final) meeting at NRC's office in Silver Spring, Md, and the TAC /RAC would send to NRC~in advance a copy of the final draft of the Design Manual. The TAC sent only portions of their final draft, which WM Recod File WM Project Docket No.POR /

Meeting on UMTRAP - Design Manual SEISMIC DESIGN:

1.

The design earthquake selection procedure suggested by DOE is compatible with the review procedure mentioned in NRC's SRP, Chapter 2.

NRC's MCE is equal to DOE's Design earthquake.

2.

Campbell's (1981) attenuation relationship (84 percentile) will be used to derive the site acceleration (unamplified).

This acceleration will be adjusted, if necessary, to site specific ground acceleration using Seed &

Idriss (1982) correction curves.

3.

Slope stability under seismic load can be determined by pseudostatic analysis.

In this analysis, the seismic coefficient to be used in the design will be 2/3 of the site specific ground acceleration discussed in Step 2, above, or 0.10 whichever is higher. The minimum acceptable factor of safety wil be 1.0.

4.

If the factor of safety by pseudostatic method is marginally less than 1.0, and the seismic coefficient used in the design is greater than 0.2, alternate methods of dynamic analysis may be used to support conclusions that the slope is safe.

This option will be evaluated on a site specific basis.

5.

If a significant number of sites require extensive remedial action because of the above seismic design criteria, then the seismic design criteria will be reviewed by the committee.

WM-39/JV/85/10/04 SEISMIC HAZARD EVALUATION Definition of acceleration:

Acceleration is considered to be a " ground" acceleration" as specified in Campbell, 1981.

" Ground" acceleration is considered to be a non-amplified peak horizontal acceleration. Local geologic conditions are considered in the earthquake engineering analyses.

Definition of Design Earthquake:

Agreed that total fault length rupture and fault length are acceptable variables for determining the magnitude of the earthquake associated with a fault.

Floating Earthquake: Agreed that use of a cap for defining the floating earthquake is not valid.

Capable Fault: NRC will check to see if macroseismicity is adequately defined as magnitude 3.5 or greater.

Acceleration:

DOE will adopt the method of Campbell (1961), namely the mean of the peaks of the two horizontal components.

Technical Approach: The level of efforts of previous regional study will be considered in determining the extent of photogeologic coverage analyzed.

The deletion or reduction of justifications in the design manual that would be more appropriate for a rationale paper.
