SAFETY EVALUATION BY THE OFFICE OF NQ(LEAR REACTOR REGULATION RELATED TO AlfNDMENT NO.182 TO FACILITY OPERATING LICENSE NO. NPF-6 ENTERGY OPERATIONS. INC.
ARKANSAS NUCLEAR ONE. UNIT NO. 2 DOCKET NO. 50-368 l.0 INTRODUCTION By [[letter::05000313/LER-1996-010-02, :on 961119,failed to Test Reactor Protection Sys (RPS) High Temp Trip Function.Caused by Inadequate Procedure Rev.Declared RPS Inoperable,Revised RPS Test Procedures & Tested All Four Channels|letter dated December 19, 1996]], Entergy Operations, Inc. (the licensee) submitted a request for changes to the Arkansas Nuclear One, Unit No. 2 (ANO-2) Technical Specifications (TSs). The requested changes add the CENTS code (CENPD 282-P-A) to the list of references cited in TSs as approved methodologies for calculating core operating limits that are included in the Core Operating Limits Report (COLR). The amendment also updates nomenclature and renumbers affected sections of the TSs.
2.0 EVALUATION TS 6.9.5.1 lists documents that include NRC approved analytical methodologies for determining core operating limits.
Per Generic Letter 88-16, licensees are authorized to develop core operating limits based on analytical methodologies referenced in TSs. On March 17, 1994, in a letter from NRC to ABB Combustion Engineering, the CENTS code was approved for use in calcula-tions of transient analyses in a safety evaluation, however, it is not referenced in the ANO-2 TSs. The CENPD 282-P-A, " Technical Manual for the CENTS code", is the topical report for the CENTS code.
Since the CENTS Code was previously approved by. the NRC and is applicable to the AN0-2 reactor, it is appropriate to add this document to TS 6.9.S.I.
The inclusion of the methodology will ensure that values of cycle specific parameters will be established such that applicable safety limits and design basis are met.
Proposed nomenclature changes include deletion of the terminology, " Movable Control Assemblies," from TS 6.9.5.1 reference 10). This change was made for nomenclature consistency with other sections of the TSs. ANO-2 uses the terminology,- control element assemblies rather than movable control assemblies.
Finally, the TS 6.9.5.1 references on TS page 6-21a were renumbered to reflect the addition of the CENTS code reference and changes to i
page 6-21a that were made as part of TS Amendment 179. These changes also provide clarity to the TS and are acceptable.

3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Arkansas State official was notified of the proposed issuance of the amendment. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
The amendment changes a requirement with respect to installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20 and changes surveillance requirements. The NRC staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released off-site, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, and there has been no public comment on such finding (62 FR 4347). The amendment also changes record keeping and reporting requirements.
Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9) and (c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connecticn with the issuance of the amendment.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common 4
defense and security or to the health and safety of the public.
