l l disapprove of going forward with Option 3, as recommended by the staff. Instead, I approve of Option 1 in the paper, that the rule should be withdrawn. The staff has failed j to make a compelling case that for health and safety reasons such a burden is justified.
j The reporting requirements of this proposed rule are by definition, only applicable to i events that do not cause significant risk to public health and safety. Staff has the l opportunity to review and evaluate licensee reaction to such events at the time of inspection, and take any action deemed appropriate. I do not believe that NRC
