Dear Mr. Butler:
In a letter dated November 11,1985 (PY-CEI/NRR-0390L), we provided an update to our response to item 5 of the Action Plan for Resolving Additional Containment Issues (Humphrey Issues). This letter provides additional information regarding the boot seals used on the safety relief valve (SRV) drywell wall penetrations.
In our November 11 letter, we described modifications made to the configuration of the SRV boot seals and stated that the installed configuration meets the requirements of the original specification for the boot seals. Attachment I contains the Design Requirements section of the specification for the boot seals. 'Ihis section specifies the requirements for radiation, temperature, pressure and loadings for the seals. is a copy of the analysis used to demonstrate the acceptability of the ceal material for the radiation and temperature environment required by the specification.

The seal shall be tested using an internal pressure of 30 psig b
with pressure increments of 7.5 psig. Pressure gages will be supplied by the OWNER and be accurate to i 1%. The pressure shall be held for 15 minutes while leaks are being located

using an approved soap bubble solution applied to all seams and joints.
3.
The acceptance criteria for the test shall be the following:
a.
No permanent deformation of the seal after depressurization.
b.
No measurable leakage at 30 psi using an approved soap bubble solution applied to all seams and joints.
4.
In lieu of the mockup test, previous test results may be submitted to the ENGINEER for acceptance. These tests shall be representative of actual design conditions.
6:09 Submittals 1.
The CONTRACTOR shall submit all testing and final test reports for the nineteen (19) new seals and their materials.
2.
The CONTRACTOR shall submit installation procedures and sketches for installing new seals.
3.
The CONTRACTOR shall submit required Inspection and Maintenance Procedures for the seals.
4.
The CONTRACTOR shall submit documentation to verify that the material and completed work conform to this Specification in

accordance with the requirements of Specificaton SP-709-4549-00.
