Dear Dr. Murley:

This Special Report, required by Technical Specification Table 3.3.7.5-1 Action 81, documents an occurrence wherein the Standby Gas Treatment System (SGTS) System-level Particulate, Iodine and Nobel Gas (SPING) medium and high range noble gas channels were inoperable for greater than seven (7) days.

This report outlines the action taken, the cause of the inoperability and the restoration of the system to OPERABLE status.

At 0835 on February 5,1986, the SGTS SPING was removed from service for routine maintenance and calibration. Operations personnel duly noted entry into Limiting Conditions for Operations (LCO's) 3.3.7.5 and 3.3.7.11.

The alternate sampling,.

analysis and flow rate estimations required by these LCO's were instituted. Due to the time taken for investigation of high voltage fluctuation problems previously identified in the SPING's iodine channel, the monitor could not be returned to service until 2100 on February 12, 1986.

During the time the SGTS SPING was inoperable, applicable Technical Specification action statements were met in a timely fashion.
