This is to inform the Commission that a Notice of Violation and Proposed i

Imposition of Civil Penalty in the amount of Fifty Thwsand Dollars ($50,000)  :

will be issued on or about March 19, 1986 to Commonwealth Edison Company. The l action involves the failure by the licensee to properly evaluate emergency core cooling system (ECCS) Divisicn 1 operability after closing the low pressore coolant injection minimum flow valve to perform maintenance. Since Division 3, which consists of the high pressure core spray system, hcd already been declared inoperable-by the licensee, this resulted in two ECCS divisions being inoperable at the same time. By the time that one of the divisions was restored to operable

, status, two divisions of ECCs had been inoperable for more than 13 hours1.50463e-4 days <br />0.00361 hours <br />2.149471e-5 weeks <br />4.9465e-6 months <br /> without action being initiated to restore one of the inoperable divisions to operable status or to meet the requirements of the applicable Technical Specification action statement.
