I, Bobby R. Mauney, being duly sworn according to law, de-pose and say as follows:

1. My name is Bobby R. Mauney. I am the Emergency Pre-paredness Coordinator for the Aiken County Department of Emer-1 gency Services. My business address is 828 Richland Avenue l

2. The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' Contention EP-5," which concerns the capacity of the schools 1 I

which would be used to receive evacuees from the Vogtle plume I exposure pathway Emergency Planning Zone ("EPZ"). I have per-sonal knowledge of the matters set forth herein and believe them to be true and correct.

3. In the event of an emergency at Plant Vogtle during a school day, a maximum of approximately 200 persons would be evacuated from that part of the Vogtle plume Emergency Planning Zone ("EPZ") which liea within Aiken County, South Carolina.

Thie figure includes sportsmen and employees from the Cowden Plantation, and any Seaboard Coast Line railroad crew operating in the area. There are no residents within the Aiken County portion of the Vogtle EPZ. Of course, in an actual evacuation, not all evacuees would arrive at shelters at the same time.

Rather, arrivals at shelters would be staggered, so that many who arrive early in the evacuation would be processed and then o

permitted to leave the shelters (e.g., to return to their homes outside the EPZ) before the later evacuees arrive. Neverthe-less, for purposes of demonstrating that Aiken County has iden-tified adequate capacity to process evacuees, the maximum num-ber of evacuees from the EPZ can be directly compared to the capacities of the identified shelters.

4. " Annex Q, Part 2, Fixed Nuclear Facility (FNF) Ra-l diological Emergency Response Plan (RERP) To The Aiken County Emergency Operations Plan (EOP)" ("Aiken County Plan") desig-nates South Aiken High School and Kennedy Middle School (both in Aiken, South Carolina) as the shelters for evacuees from the Aiken County portion of the EPZ. See X1 ken County Plan, Appen-dix 9.

5. The capacity of these schools to accommodate the pro-cessing of evacuees consists of the classroom areas and the

" common" areas of the buildings, e.g., the cafeterias and gym-nasiums. At various times during the school day, the schools designated as reception centers operate normally with the en-tire student population of those schools within the classroom areas. In the event of an accident at Plant Vogtle during school hours, any students then in the common areas could be returned to their classrooms in a matter of a few minutes, clearing common areas for reception of evacuecs.

6. The entire student body of South Aiken High School can be accommodated in the classrooms of the school, leaving the gymnasium area immediately available to accommodate approx-imately 100 evacuees. Similarly, the entire student body of I

Kennedy Middle School can be accommodated in the classrooms of that school, leaving area immediately available in the gymnasi-um to accommodate approximately 100 evacuees.

7. These figuras demonstrate conclusively that the schools identified as shelters by Aiken County have sufficient capacity to accommodate the maximum number of EPZ evacuees --

even with students present at the schools, and even assuming that all evacuees arrive at shelters simultaneously. Neverthe-less, if still more capacity was desired, school officials would dismiss students (a process estimated to require a total of approximately 30 minutes), providing capacity for 1

approximately 3,800 additional persons (1,900 at each of the

two schools). These capacity figures for the schools identi-fied as shelters (with and without students present) are in-cluded in the Aiken County Plan, App'endix 9.

8. Thus, the Aiken County Plan adequately provides for the ready availability of schools for use as shelters in the event of a radiological emergency at Vogtle.

Aiken Technical College Business Administration EMPLOYMENT:

Assistant Director Aiken County Civil Defense Agency, September 1974 - July 1976, Promoted to Director, July, 1976. Responsible for daily operation, administer budget. Coordinate the development of the Emergency Operation Plan (EOP), work with nineteen (19) Volunteer Fire Departments, five (5) rescue squads in organization, securing equipment, and coordinating their efforts during times of emergency. Serve as Aiken County Coordinating ,

Office and the County Council's authorized representative in all disaster related matters.
