ITEMS OF INTEREST Table S-3 Rulemaking The ED0 agreed, by memorandum dated November 29, 1985 with NMSS recommendation, to drop the planned rulemaking to add a narrative explanation to Table S-3, the

" Table of Uranium Fuel Cycle Environmental Data" in 10 CFR Part 51.51, and to incorporate new values for Rn-222 and Tc.99. The principal reason for dropping the rulemaking is that there are no reactor licensing cases which are still open for which we need, for hearing purposes, the narrative explanation of Table S_3 or the new values for Rn-222 and Tc-99. A Comission Paper on the proposal to drop the Table S-3 rulemaking action will be prepared. Work will continue in RES on the environmental assessment of the fuel cycle environmental effects of high burnup in LWR fuels and the applicability of Table S_3 in reviewing proposed license amendments to authorize going to high burnup.

Exxon Nuclear Company, Inc. (ENC)

On November 4-8, 1985, a member of NMSS accompanied a Region V Inspector during an inspection of ENC. The uranium hexafluoride dry conversion process equipment was observed prior to issuance of a license amendment authorizing operation with enriched uranium.
