TRIP REPORT; MEETING WITH DOE / UTAH ON SALT LAKE CITY PROJECT Enclosed for your information is a summary of an October 2,1985 meeting on the Salt Lake City project that I attended at DOE's Albuquerque office following my construction review of the Shiprock site (see my October 10, 1985 memo to you).

To discuss NRC's review of proposed RAP modifications and the Remedial Action Inspection Plan (RAIP) for the Salt Lake City site.

DISCUSSION:

The first portion of the meeting addressed the two RAP modifications, which have been proposed by the State of Utah and transmitted by DOE to the NRC for review and concurrence. The results of the NRC review were conveyed to DOE and Utah (formally transmitted by letter dated October 7,1985) as follows: Note DOE and the TAC had been informed of NRC's position through earlier telephone discussions with our staff,

a. Modification of rock absorption criterion - The staff has approved the proposed change, in part based on the stockpiled rock being larger than specified in the RAP. DOE / Utah were informed, however, that use of this rock would constitute another RAP modification and may affect the design of the filter layer. The State of Utah will re-check the actual gradations and provide information on the effects on filter design.
b. Elimination of moisture specification for tailings material - The staff 3

has identified the need for additional information regarding the effects of higher moisture contents on the strength and compressibility of the tailings. The TAC agreed that further justification is necessary and will work with Utah personnel to prepare the analysis for NRC review.

. _ 2 twb The second topic of the meeting involved the NRC review comments on the State of Utah's draft RAIP (see September 18, 1985 letter from Higginbotham to Themelis). The comments were discussed individually and all issues were resolved. The State will revise the RAIP accordingly and transmit the final version to 00E. DOE will then send the document to NRC for concurrence.
