Rodriguez, Resolution of Problems Associated with High Point Vent Leak / Resumption of Operations, Confirmatory Action Letter Dated August 9, 1985 By Reference 1, the District provided for your information a report addressing concerns arising from the June 23, 1985 high point vent leak at Rancho Seco.

As indicated in Reference 1, the District's Management has committed to:

complete certain items prior to restart of the plant, and provide a schedule for completion of the long term items identified in the report by September 21, 1985.

These items were also the subject of your Confirmatory Action Letter, Reference 2.

In accordance with the reference letters, the District has completed the items required for restart of the plant.

In addition, the District has completed many of the other items of the subject report, as identified in Attachment I.

The schedule for completion of the balance of the long term items is provided in Attachment II.

The NSEB 85-01 Task Force has responded to the Licensee Event Report generated due to the high point vent leak.

The NSEB 85-01 Task Force has completed the root cause evaluation of the high point vent leak.

QA has issued surveillance reports for the walkdown systems.

The District has established the Incident Analysis Group (IAG).

The District has issued the IAG Inter-Departmental procedure.

The District has implemented a contractor qualification review program.

The District has transmitted an accountability statement to architect / engineer consultants and the maintenance contractor.

Nuclear Engineering re-evaluated the qualified life of the nuclear service cooling water pump.

Nuclear Engineering issued the Fire Protection Manual.

District management has designated a meteorological program coordinator.

The District has obtained the services of a meteorological consultant.

The District has reconfigured the channel A and B meteorological displays and printouts.

QA has scheduled periodic audits of the meteorological program.
