Enclosed please find a letter from Transnuclear, Inc. requesting an amendment to export license XSNM02189 to increase the quantity of uranium authorized for export by an additional 0.036 kilograms of HEU (93.3%) and 0.301 kilograms of LEU (19.95%). The uranium-235 quantities are unchanged. The reauested increases are to cover the standard DOE tolerance levels (+/- .25%).
Before taking action on this amendment request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed amendment meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
