OFFICE OF THE August 7, 1985 COMMIS$10NER MEMORANDUM FOR:
Herzel H.E. Plaine General Counsel FROM:
James K. Asselstine
SUBJECT:
PROPOSED REVISION OF 10 CFR PART 20, " STANDARDS FOR PROTECTION AGAINST RADIATION" (SECY-85-147) f The proposed revision of Part 20 contained in the above referenced paper would set a whole-body dose limit at 0.5 rem per year to an individual member of the public, considering all sources of both external and internal dose other than natural background, medical diagnosis and therapy, and radioative material disposed into sanitary sewerege systems in accordance with proposed i 20.1003.
Licensees would be allowed to show comoliance by demonstrating that the doses from sources under their control are not likely to exceed 0.1 rem per year. Given that EPA has established in 40 CFR 190 a dose limit of 0.025 rem per year for the entire uranium fuel cycle, I would like your opinion on whether NRC can promulgate higher dose limits than the EPA standards, cc: Chairman Palladino Comissioner Roberts Comissioner Bernthal Comissioner Zech t
