SUBJECT:
DRAFT 1997 REGION IV INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM (IMPEP) REPORT j
in March, a team from the Offices of Nuclear Material Safety and Safeguards, State Programs, i
Regions I and il, and the State of Tennessee, reviewed the Region IV nuclear materials program as part of the IMPEP, as described in the Nuclear Regulatory Commission Management Directive 5.6. Regional materials programs are evaluated every two years, under IMPEP, using five performance indicators common to regional and Agreement State Programs, and additional non-common indicators specific to NRC's four regions.
Attached for your comment is the draft IMPEP report which documents the results of the review 6
held in your offices on March 12-21,1997. Mr. Sectt Moore, cf this office, was the team leader 4
for the Region IV IMPEP review. The rev;ew team's recommendations were discussed with James Dyer, Ross Scarano, and other regional managers on March'21,1097. The final determination of RIV program adequacy, based on the review team's report, will be made by a Management Review Board (MRB) composed of NRC managers and an Agreement State Program manager who serves as a liaison to the MRB.
In accordance with procedures for implementation of IMPEP, we are providing you the draft report before submitting it to the MRB. Your review of this draft should focus on its factual corr,ectness. I am asking that you provide your response to me within two weeks of receipt of this letter.
The team will review the response, make any necessary changes to the report and issue it to the MRB as a proposed final report. We will coordinate with RIV in scheduling the date for the ensuing MRB meeting.
Concurrent with your review of the draft report, we are also providing it to our technical editor for review. This is to inform you that the proposed final report may have subsequent editorial, non-substantive changes in the text.
