Response Requested Under 10CFR50.54(f) Concerning Installation of Vermont Yankee Containment High Range Radiation Monitors As part of an inspection of Vermont Yankee's implementation of task actions identified in NUREG 0737 (Reference b)], you found that "the licensee's installation of high radiation monitoring channels in the drywell is insuf-ficient in that the detectors are not widely separated...."
This resulted in the exchange of correspondence of References c) through f) and resulted in your direction to respond to the original Notice of Violation in accordance with the requirements of 10CFR50.54(f) (Reference g)]. We requested, and you arranged, the opportunity for our respective technical experts to meet regarding their differing viewpoints. As a result, this letter, which constitutes Vermont Yankee's response to the above described request, was deferred until this time as acknowledged in Reference h).
During the course of our September 4, 1985 meeting at the Region I offices, our respective interpretations of the "widely separated" criterion provided in NUREG 0737 were discussed. Vermont Yankee now understands the basis for your determination that our high radiation monitor installation deviates from the NUREG 0737 Item II.F.1-3 criterion. However, as pointed out in our presentation to you, we believe that the existing high radiation monitor locations, when viewed in the context of the NUREG 0737 Item II.F.1-3 requirements more fully meet the requirements than would be the case in alternative, more widely separated locations.

.c 8 U.'S. Nuclear Regulatory Commission September 26, 1985 Page 2 Accordingly, to permit closeout of this issue, Vermont Yankee will submit, to NRR, a request for technical deviation from the criterion of NUREG 0737, Table II.F.1-3 which states:
" REDUNDANT - A minimum of two physically separated monitors (i.e., monitoring widely separated areas in the containment)." This submittal will provide details of our installation, and will substantiate the bases upon which Vermont Yankee believes the existing high radiation monitor installation is acceptable. The document will be mailed to NRR no later than November 30, 1985.
Vermont Yankee believes that this violation, being cited to NUREG criteria based upon a Confirmatory Order, is unique to TMI Action Plan items. We are reviewing both the unresolved item list and our NUREG 0737 closecut status to verify no similar items exist.
If any items requiring discussion and resolution are identified, we will pursue closeout with NRR.
